MICHAEL WALFORD, CHIEF ENGINEER DATE: April 19, 1994 SUBJECT: Reject Bids Received on April 5, 1994 and Authorize Readvertising for Bids for the Drainage Area 40A, Storm Drain Improvements Project No. 7565-6D8420-93, Martinez Area CP # 93-39. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: REJECT bids received on April 5, 1994 for the Drainage Area 40A Storm Drain Improvements Project, and The Board Orders that any bid bonds posted by the bidders are to be exonerated and any checks or cash submitted for security shall be returned. READVERTISE for bids to be received on Tuesday, May 17, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 21191 of the Public Contract Code. ll. FINANCIAL IMPACT: The estimated contract cost of the project is $420,000. It is to be funded by the Drainage Area 40A Funds (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The Plans and Specifications for the Drainage Area 40A Storm Drain Improvements Project were approved and the project was advertised on March 8, 1994. Kuevor Auditor-Controller BY ,Deputy PW Accounting Construction Community Development Approve Plans and Specifications and Advertise for bids for the Drainage Area 40A Storm Drain Improvements Project April 19, 1994 Page 2 The project is needed to improve street drainage in the Mountain View area of Martinez. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the project on January 18, 1994 and found, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment and adopted the Negative Declaration in compliance with the California Environmental Quality Act. A Notice of Determination was filed with the County Clerk on January 20, 1994. IV. CONSEQUENCES OF NEGATIVE ACTION: If the bids are not rejected and the project not readvertised, it will not be constructed.
