RECOMMENDATIONS
1. Support Contra Costa Water District (CCWD) efforts at
compromise currently being worked out related to rerouting of
power lines associated with the Los Vaqueros Project.
2 . Support Committee for Water Policy Consensus (CWPC) efforts at
incorporation into Association for Bay Area Governments (ABAG)
and urge water districts to consider financial contribution -to
continue CWPC efforts in this context.

REASON FOR RECOMMENDATION/BACKGROUND
1. Community concerns related to CCWD Los Vaqueros Project power
line and intake location transmitted to Supervisor Torlakson
resulted in the Board report of February 1, 1994, referring
this issue to the Water Committee. By the time the Water
Committee addressed this issue on February 28, the issues
between the Discovery Bay MAC and CCWD had largely been worked
out. The Water Committee supports this compromise effort.
2 . The CWPC has been working with ABAG on the feasibility of CWPC
objectives being carried out under ABAG auspices. The CWPC,
due to declining funding and leadership, will be going into
non-active status after June 30, 1994, but there are a number
of important, unfinished projects which could be continued in
this revised context. This would allow Lori Griggs, the CWPC
Executive Director, to continue these projects under the ABAG
umbrella. This collaboration makes sense as CWPC projects
deal with future water supply issues related to population
issues for which ABAG is responsible.

Dear d Board Members:
The purpose of this letter is to share with you some information concerning the future of the
Committee for Water Policy Consensus.
At its December meeting,the CWPC's Board of Directors elected Supervisor Tom Torlakson (Contra
Costa County) to serve as the CWPC's President and Chair of the Board of Directors. The CWPC's
founding Chair, Supervisor Sunne Wright McPeak, recently accepted the position of Executive
Director of the Bay Area Economic Forum. In taking on this position, Sunne felt it necessary to
resign from her leadership positions with various other regional organizations. I am very pleased
that Tom has agreed to take on this new responsibility on behalf of the CWPC.
The CWPC's Board of Directors also has decided that the CWPC will go into non-active status after
June 30, 1994. The CWPC will remain active through the end of fiscal year 1993-94, following
through on various continuing commitments.
Additionally, the Board has directed me to explore with the Association of Bay Area Governments
the feasibility of some of the CWPC's objectives and activities being carried out by me under ABAG
auspices after June 30, 1994. As a result of the ongoing briefing and dialogue process between
representatives of the CWPC and the ten major water suppliers/agencies in the San Francisco Bay
Area, there are a number of logical and useful activities that rould continue to go forward tinder
ABAG sponsorship. For example,those represented in this process have identified various activities
of value and benefit to counties, cities, and water districts/agencies, such as:
• Coordination on planning issues
• Regulatory coordination (federal and state)
Forums and liaison with groups to explore:
N - institutional barriers (e.g., supply-related, such as reclamation and reuse, water
transfers, water banking)
- reducing uncertainties regarding demand.
One of my immediate tasks is to explore this feasibility not only with ABAG, but also with the
CWPC-member counties and the water suppliers/agencies represented in the dialogue process. A
realistic work program and budget (including the necessary financial support) will need to be put
together if a variety of activities is to continue under ABAG auspices as of July 1, 1994.
