Direct County Counsel to provide to the Water Committee at the March 14 , 1994 meeting, additional detailed information on the history and potential range of powers of the County Water Agency. 2 . Authorize a Supervisorial and/or staff representative to attend Washington D.C. hearings on Federal Navigation projects, in order to represent the County and provide testimony in favor of. continued funding and swift completion of the San Francisco-to-Stockton Ship Channel Navigation Project (Baldwin Ship Channel) . In response to community concern, coupled with lack of comprehensive planning- related to future water supply, the Water Committee is considering a recommendation to the Board that hearings of the Board commence (as the ex-officio Board of Directors) of the County Water Agency. The Water Committee has many questions as to the range of powers of the Water Agency, therefore requests some further definition from County Counsel. The Water Committee is considering moving from a convening role into a more active arena, in order to become more involved in identification and perhaps the acquisition of future water supply sources for south and east County areas, as well as a method for utilization of EBMUD's American River entitlement. 2. The third phase of the San Francisco-to-Stockton Ship Channel deepening project is underway. The focus of the last two years has been primarily on completing sediment testing, as well as physical and numeric tests to determine potential impacts, and further refine scope of the project. This testing was essential prior to preparation of environmental documentation for the project, scheduled to commence later this year. This project has been on the books since 1965; and it is extremely important that this final phase not be further delayed. The federal government is considering further delay of projects of this type, in order to cut budgetary costs in the short term. There is a great deal of momentum for this project at this time by the Corps, the County, and the industries benefitting from deepening efforts. There is concern that if this project does not go forward now, increasing constraints from a regulatory and environmental perspective will kill the project. A good opportunity exists at this time for projects such as these, given the current depressed economic situation in California and the bay area, and the subsequent impetus by the President on providing economic incentive, and expedition of port projects specifically.
