CONTRA COSTA COUNTY - EAST BAY REGIONAL AND PARK DISTRICT LIAISON COMMITTEE DATE: March 1, 1994 SUBJECT: REQUEST FOR REPORT ON LAND TRUSTS SPECIFIC. REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Request Community Development Department staff to prepare a report on the proliferation of land trusts in the County and on the problems and opportunities on their use. The report should be written in concert with East Bay Regional Park District (EBRPD) staff. 2. Have the report forwarded to the Internal Operations Committee for consideration of its findings. FISCAL IMPACT The costs of preparing the staff report. BACKGROUND/REASONS FOR RECOMMENDATIONS The Committee discussed the. potential for proliferation of new land trusts in the County. There was concern expressed that many such trusts are underfunded and lacked expertise to adequately maintain and protect lands which is received. The Board of Supervisors has directed consideration of a countywide open space trust and an agricultural trust for the Agricultural Core. Several other land trusts operate in the County. This report should inventory land trusts operating in the County and review if any duplication of effort currently exists or might occur with the formation of new land trusts. - Their ability to operate effectively should also be reviewed.
