Recommended Action: APPROVE project, and DETERMINE that the project is a California Environmental Quality Act Class 4(h), Section 15304 Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: No General Fund impact. The estimated project cost is $116,000 for the West Cypress Road Bicycle Lane project, which will be funded by Transportation Development Act (TDA) funds (100%). III. This is a gap closure project that will provide two miles of continuous bicycle lanes from Empire Avenue to Highway 4, as well as a connection between the Marsh Creek Regional and Delta DeAnza trails. The project has been determined to be in compliance with the General Plan and is exempt from CEQA as a Categorical Exemption, Class 4(h), Section 15304 because it involves minor alterations to public lands to create bicycle lanes-in existing right of way.
