SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE project, and DETERMINE that the project is a California Environmental Quality Act
Class 4(h), Section 15304 Categorical Exemption, and DIRECT the Public Works Director to
prepare contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
No General Fund impact. The estimated project cost is $116,000 for the West Cypress Road
Bicycle Lane project, which will be funded by Transportation Development Act (TDA) funds
(100%).
III. Reasons for Recommendations and Background:
The West Cypress Road Bike Lane project includes striping, paving, and minor shoulder work
to construct approximately 2100 LF of Class II bicycle lanes on both sides of West Cypress
Road from Highway 4 to Rose Avenue.

111. Reasons for Recommendations and Background: (Cont.)
This is a gap closure project that will provide two miles of continuous bicycle lanes from Empire
Avenue to Highway 4, as well as a connection between the Marsh Creek Regional and Delta
DeAnza trails.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA as a Categorical Exemption, Class 4(h), Section 15304 because it involves minor
alterations to public lands to create bicycle lanes-in existing right of way.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

#CP 94-8: The project consists of striping, paving, and minor shoulder work to construct approximately
2,100 linear feet of bike lanes. The lanes will be along both sides of West Cypress Road from Rose Avenue
to Highway 4. The completion of this project will result in a continuous 2.0 mile pedestrian and bicycle
system from Empire Avenue to Highway 4. Subject project is located in the east county residential area of
Oakley. It is bordered on the west by Rose Avenue and on the east by Highway 4.
This project is exempt from CEOA as a:
Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _
Declared Emergency (Sec. 15269(a)) _ General Rule of Applicability (Section 15061(b)(3))

The project will not have a significant effect on the environment.
Bike lanes will be constructed within the existing right of way. Removal of scenic resources will not occur
as a result of the project. Upon completion of the project, a link will be provided to the newly constructed
Marsh Creek Regional Trail on the east side of Highway 4, and the Delta DeAnza Trail on the west side along
the Contra Costa Canal.

GENERAL CONSIDERATIONS:
1. Location: West Cypress Road is located in the east county residential area of Oakley.
It is bordered on the west by Rose Avenue and on the east by Highway 4 (Figures
1 &.2).
2. Project Description: The project consists of striping, paving, and minor shoulder
