Board, County of Santa Clara, 70 West Hedding Street, San -Jose
95110, advising that the Santa Clara Board of Supervisors
adopted the "Zero Tolerance" policy which states as its top
priority 'the prevention of violent criminal behavior, and
seeking the cooperation of all public agencies and community
groups in developing and implementing strategies to address the
problem; and
LETTER dated February 28, 1994, from Lillian Pride, City Clerk,
City of Pittsburg, P.O. Box 1518, Pittsburg 94565, transmitting
a copy of the City Council's resolution, "Combatting Violence
Through Joint Efforts at the Local, State and National Levels, "
and urging the adoption of a policy for a zero tolerance for
illegal gun possession.

Dear Ms. Maglio:
In the past ten years there has been a dramatic rise in crimes against people
and a significant increase in the use of firearms. The increase in violent
incidents, including assaults , stabbings and drive—by shootings, is
dramatically changing our lives. All these things have led to a sense of the
community being unwilling to accept or tolerate further use of illegal weapons.
As a part of that sense of change, the Board of Supervisors , at its regularly
scheduled meeting of January 25, 1994, adopted the attached Policy Statement
which clearly states the Board' s commitment to exercise a strong leadership
role in combating this frightening trend. The policy of "Zero Tolerance" will
strive through prevention and intervention to decrease the incidence of use of
weapons and/or firearms in violent crimes .
The Board is seeking the cooperation of cities, counties , school districts,
community groups, law enforcement and other agencies in developing and
implementing strategies to address the problem. The Santa Clara County Board
of Supervisors would _invite each recipient of this letter to join with them in
attacking the problem of illegal firearms and weapons use in order to protect
and promote the public interest for the citizens of our community. Join Santa
Clara County in the first step by working with us to implement a zero tolerance
policy for illegal weapons and/or firearms in any public place.

1. The prevention of violent criminal behavior is a top priority of the
Santa Clara County Board of Supervisors. Criminal violence endangers
people in all walks of life and is eroding the quality of life for our citizens
in cities, suburbs and rural areas.
2. It is the intent of the Santa Clara County Board of Supervisors to
declare Santa Clara County a zero tolerance county for persons using or in
possession of an illegal weapon or firearm in any public place.
3. Violent crime not only inflicts great suffering on the victims and
their families, but crime also adversely affects the quality of life for all
citizens of our community. Illegal possession and use of firearms and
weapons, especially handguns, is negatively impacting how our citizens
live. This policy will be a step toward a'safer community where the
residents of the County declare zero tolerance on the use of deadly
weapons in our society.
4. The criminal justice system should assume a key role in mobilizing
communities to develop comprehensive strategies for combating violence.
Federal, state and local law enforcement must work together in
partnership with the community to combat violence.
5. Since violence is impacting the lives of all in our society, the Santa
Clara County Board of Supervisors shall continue to actively work in
partnership with the cities, schools, media, law enforcement and the
community in a collaborative effort to maintain a safe environment free of
illegal firearms and weapons for the citizens of this county.
6. Due to the increasing quantity and severity of youthful violence, it
is also the intent of the Santa Clara County Board of Supervisors to work
with the schools to support the elimination weapons on school campuses.
7. Zero Tolerance will strive through prevention and intervention with
students, parents, schools and the justice system to decrease the incidence
-of-youth involvement with weapons on schools campuses and in the
community.

8. The Board or Supervisors recognizes the importance of safe schools
and is committed to lead a coordinated county-wide effort to ensure that

our schools are free from weapons and violence. The Board will support
and affirm all efforts to prevent weapons from coming in or around school
campuses.
9. . The Board stands behind the efforts of the County office of Education
and the various school districts to implement preventive programs in each
school throughout the county. The efforts of various school districts to
work closely with local law enforcement and the Probation Department is
important so that weapons violations can be promptly reported in order to
keep our schools safe.
10. The Board supports San Jose Police Department's S.A.V.E. program
which is dedicated to educating students, who have been cited for weapon
possession, and their parents throughout the entire county.
11 . It shall be the policy of Santa Clara County Board of Supervisors
that the possession of illegal weapons and firearms, and acts of violence
involving these weapons, will not be tolerated within this county. It is the
intention of the board that all offenders will be prosecuted to the fullest
extent of the law.

Please find enclosed a certified copy of the City of Pittsburg's Resolution 94-8048, "Combatting
Violence Through Joint Efforts at the Local, State and National Levels." We urge you to
declare a policy similar to that of Alameda County which calls for a zero tolerance for illegal
gun possession. We also' urge you to communicate with our members of the House of
Representatives and United States Senate to support the legislative efforts of Senator Dianne
Feinstein relating to improving gun control in this country.

Combatting Violence Through
Joint Efforts at the Local, 1
State and National Levels
WHEREAS, the City of Pittsburg is committed to working towards improving community
safety as a part of the Healthy Cities Project; and
WHEREAS, violence is a health, safety and economic issue which can cost lives and
destroy the quality of life for our residents; and
WHEREAS, a recent escalation in acts of violence in and around our city has highlighted
the urgency of undertaking a multi-prong approach to combatting this deadly situation; and
WHEREAS, firearms rank as this nation's eighth leading cause of death, accounting for
some sixty percent of homicides and suicides; and
WHEREAS, residents in our city are impacted by the easy availability of guns and
ammunition, and the fear of becoming a random victim of violence at some time in the future;
and
WHEREAS, the City believes an effective way to combat this problem is to join a
holistic approach to the eradication of violence within the community and mobilize residents to
deal with.this cancer in our midst; and
WHEREAS, the City desires to enact or support legislative efforts which offer hope of
controlling the availability of guns and restore the average resident's sense of security;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pittsburg,
that the Council is committed to taking concrete actions to respond to the escalating threats to
the community's physical safety; will seek singly and jointly with other municipalities, or as a
part of regional efforts, to enact legislative initiatives; and will support community action to
abate the scourge of violence in the city. To these ends, the Council authorizes city staff to take
the following actions:
1. Communicate with the board of supervisors outlining our support of their
endorsement of the legislation proposed by State Senator Nick Petris of Oakland and to urge
them to declare a policy similar to that of Alameda County which calls for a "zero tolerance for
illegal gun possession" in the.county.
2. Communicate with our state legislators informing them of our support in concept
of Senator Petris' legislative package.
3. Communicate with our members of the House of Representatives and United
States Senators to support the legislative efforts of Senator Dianne Feinstein relating to
improving gun control in this country.
4. Work with the League of California Cities and county regional associations to
garner the support of other cities and counties in this effort.

meeting duly held thereof, on the 22nd day of February , 1994, by the following vote:
