concern relative to the excavation of earth from the Keller
Canyon Landfill West Buffer Zone and the possible utilization of
this material for development.

Dear Supervisor Powers,
The Keller Canyon Landfill Local Advisory Committee (LAC) voted to recommend to the
County Board of Supervisors that this LAC continue to meet every other month through the 1994
calendar year at our meeting on November 10, 1993.
The Keller Canyon Landfill Land Use Permit (2020-89) Condition of Approval 11.2 called for
the formation of this LAC. This Condition of Approval also states that this LAC shall hold
meetings "at least quarterly through the first two years of operation". As of May 1994 the
landfill will have been operating for two years. Condition of Approval 11.2 in its entirety reads:
"Local Advisory Committee. The Community Development Department shall organize,
and the Landfill developer shall participate in a local advisory committee, consisting of
elected representatives of local residents and neighborhood associations, to comment and
advise on the development of the landfill and its operations. The Board of Supervisors
may sanction the Local Advisory Committee as an official County committee. The
committee shall be established as soon as reasonably possible after the Board of
Supervisors' approval of this Land Use Permit, if such approval is forthcoming.
Meetings shall be initiated following the approval of a Land Use Permit and shall be held
at least quarterly through the first two years of landfill operation. Subsequently,
meetings may be held annually, but with the provision for meetings on call by the chair
or the written request of 3 or more members. The County Health Services Department
shall be notified at least 10 days in advance of all meetings. Subjects for consideration
at meetings will include, but shall not be limited to safety and emergency procedures,
landfill fill-related traffic problems, screening of visual impacts and problems of litter,
odor, and noise control. Meeting agenda also may include discussion of reports on the
landfill, construction, operation and maintenance. The Landfill operator shall provide
reasonable access to the landfill arranged through the Community Development
Department. A surcharge on the tipping fee may be used to fund the advisory group's
operations."

However, one of the significant studies related to Keller Canyon Landfill, the Property Valuation
Study, will not be completed by the two-year anniversary date for landfill operations. The
estimated time frame for completion of this study is late Summer or early Fall of 1994. This
Committee feels it is important that they continue to meet until the results of this Property
Valuation Study are made available and presented to this Committee.
