SUBJECT: Authority to Execute California Department of Aging Title III/VII
Grant Award Amendment No. 3 for FY 93-94
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
AUTHORIZE the Director, Office on Aging or his designee to
EXECUTE and SIGN California Department of Aging Title
III/VII Grant Award No. 7-9394 in the amount of $2, 073 , 184
for FY 93-94.
In addition, AUTHORIZE the Director, Office on Aging or his
designee to EXECUTE and submit future Standard Agreement
Amendments that only reflect an adjustment in line items or
increased revenues when the amendments do not result in
additional County cost or decrease in grant revenue.
u II. FINANCIAL IMPACT
Amendment No. 3 provides for a cumulative total increase of
$128,204 in Federal and State funds from the original grant
award for FY 93-94 approved by the Board of Supervisors in
Board Order dated June. 8, 1993, Agenda Item 1-69. (Attached)
The required County match resulting from the funds awarded
in Amendment No. 3 will increase by approximately $6, 315 to
a total of $70, 810 from the earlier match of $64, 495
authorized in the Board Order of June 8, 1993 .
The additional County match_ funds are available from within
the approved County Social Service Department budget for FY
93-94.

III. REASONS FOR RECOMMENDATION/BACKGROUND
Since 1976 the Office on Aging has been providing services
for older residents of the County under Title III of the
Older Americans Act. The Office on Aging will continue to
fund contractor agencies to provide congregate meals,
home-delivered meals, legal assistance, case management, in
home services for the frail, home visiting, in-home services
registry, transportation, long term care ombudsman services,
and elder abuse prevention. In addition, the Office on
Aging will continue to provide information and referral
services, a preventive health care and disease prevention
program and will perform the program development,
coordination, administrative and planning responsibilities
of an area agency on aging.
The additional Federal and State funds are available for
administration, supportive services, nutrition, preventive
health, and other related programs.

APPROVE AREA AGENCY ON AGING FOUR YEAR 1993-97 AREA PLAN NOTICE OF
SUBJECT: GRANT AWARD, AND SUBGRANT AWARD CONDITIONS FOR FY 93-94 ; AND SIGN
THE LETTER OF TRANSMITTAL (Ref. : 29-002- )
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
APPROVE Contra Costa County Area Agency on Aging Title III
four (4) year Planning and Service Area Plan for FY 93-97 and
EXECUTE the Letter of Transmittal to the California
.Department of Aging. Upon approval by County Counsel or the
Social Service Contracts Administrator, AUTHORIZE the
Director, Office on Aging to EXECUTE the FY 1993-94 Subgrant
Award Conditions and the Notice of Grant Award.
In addition, AUTHORIZE the Director, Office on Aging or his
designee to EXECUTE and submit future Standard Agreement
Amendments that only reflect an adjustment in line items or
increased revenues when the amendments do not result in
additional County cost or decrease in grant revenue.
II. FINANCIAL IMPACT
The FY 1993-94 Subgrant Award will provide $1,944, 980 of
Federal and State funds to conduct programs and activities on
behalf of county residents age 60+ under Title III of the
Older Americans Act. The Area Plan Budget for FY 1993-94
provides for a required County match of $64,495. This County
revenue has been included in the 1993-94 budget. of the Social
Service Department.
