Recommended Action: Support efforts of the Contra Costa Transportation Authority and the City of Hercules to complete the State Route 4 gap closure project between Interstate 80 and Cummings Skyway and to pursue interim safety improvements along this section. Support the Contra Costa Transportation Authority in making the State Route 4 corridor through Contra Costa County the first priority in seeking Federal and State funds, and encourage the Regional Transportation Committees, Transpac, Transplan, West Contra Costa Technical Advisory Committee to work toward that end. II. Financial Impact: None. III. Reasons for Recommendations and Background: The Contra Costa Transportation Authority has been determining priorities on future improvements to the regional transportation system. One of the projects in the Measure C program has been the completion of the freeway gap on State Route 4 between Interstate 80 and Cummings Skyway. The total project is estimated to cost 110 million dollars but is only funded for 22 million. The County has recognized the need for the project and has supported efforts for its completion, including the bypass of the Luzon Crossing in the mid 1980s and the Willow Avenue Grade Separation Project which is nearing the end of the environmental process. The County has also supported the efforts of the Transportation Authority to prepare an environmental document and project report for the freeway gap closure project and interim projects to provide safety and capacity for this segment of roadway. The West Contra Costa Transportation Advisory Committee and the City of Hercules support seeking Federal and State funds for the completion of the State Route 4 west gap closure project as well as for interim safety improvements. The City of Hercules made a presentation to the Committee on the efforts to obtain funding and also guided a field trip for the Transpor- tation Committee to view the roadway segment and gain first hand knowledge of the project. The Transportation Committee was impressed by the significance of the project and concluded that the gap closure is of regional importance. The Transportation Committee has determined that the State Route 4 corridor through Contra Costa County should be the highest priority of the Transportation Authority as it seeks funds. The Committee also recognizes the urgent need to secure funds for improvements to State Route 4 West. In the interim, the Transportation Committee requests that Caltrans review this segment of the roadway for safety improvements and that the California Highway patrol increase its enforcement efforts.
