SUBJECT: REQUEST CONTRA COSTA COUNTY MEMBERSHIP ON THE ALTAMONT PASS
INTERREGIONAL CORRIDOR STUDY POLICY COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair of the Board of Supervisor to sign and transmit
to the Metropolitan Transportation Commission the attached letter
(Exhibit A) requesting membership on the Altamont Pass
Interregional Corridor Study Policy Committee.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
I-580 at Altamont Pass is an inter-metropolitan corridor that
primarily connects the Bay Area with the Central Valley, providing:
local and long distance travel, passenger and freight traffic, and
work, shopping, and recreational trips. Current East Bay and
Central Valley employment and housing growth trends indicate that
this corridor will have increasing traffic congestion implications
on the area transportation network.
Several transportation organizations recognizing that, unless a
coordinated effort occurs among affected metropolitan areas,
traffic congestion on the I-580 Altamont Pass Corridor may become
a severe condition in the future. These transportation
organizations -- Caltrans, MTC, and Alameda Congestion Management
Agency -- are entering into a formal agreement to conduct an
Altamont Pass Interregional Transportation Corridor Study that will
begin August 1994 with a May 1995 completion date.
Contra Costa County has a vested interest in this effort since any
policy and implementation decisions regarding this corridor may
have policy ramifications in terms of future land use planning and
road network improvements in East County and Tri-Valley Areas.

The Contra Costa County Board of Supervisors requests membership on the Altamont
Pass Interregional Transportation Corridor Policy Committee.
Contra Costa County has a vested interest in this effort since any policy and
implementation decisions regarding this corridor may have policy ramifications in
terms of future land use planning and road network improvements in East County and
Tri-Valley Areas.
To ensure that the County's interests are well represented at the policy level, while
developing transportation planning and implementing policies in the East Bay Area,
Contra Costa County should have membership on the Policy Advisory Committee of
the Altamont Pass Interregional Transportation Corridor Study.
