SUBJECT: Amendment to Senate Bill 1433
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
REQUEST Senator Kopp amend Senate Bill 1433 to include funds for seismic retrofit of bridges
owned by cities and counties and to include language to fully fund the seismic retrofit needs of
the toll bridges with the gasoline tax increase proposed by this Bill. DIRECT-the Public Works
Director to convey our concerns to Senator Kopp.

III. Reasons for Recommendations and Background:
In 1990, the State Legislature passed a temporary sales tax increase to fund the cost of repairs
to public facilities damaged by the Loma Prieta earthquake and to retrofit state and local
government owned bridges in the State. The revenue generated by the temporary sales tax fell
short of the needs for seismic retrofit. For example, the $600 million needed to retrofit the Bay
Area toll bridge was not addressed.
Senator Kopp has introduced Senate Bill 1433 to increase the gasoline tax by 2 cents for a
period of 42 months. The revenue is proposed to be used to fund the repair of state highways
damaged by the Northridge earthquake and to provide funds for seismic retrofit of state highway
bridges. Bridge structures owned by local governments are not included in this program. Local
governments, with very limited funding options, will not be able to fund seismic retrofiting of their
bridges.

III. Reasons for Recommendations and Background (Cont'd):
It is estimated that the temporary gasoline tax will generate $960 million. The Senate
Transportation Committee estimates it will take$1.6 billion to repair the earthquake damage and
seismic retrofit of state highway bridges. The Bill requires that contracts to repair earthquake
damages and seismic retrofiting of state highway bridges be awarded no later than 1994 and
seismic retrofit of toll bridges by 1995. Since the deficit between the, needs and the revenue
generated is about the same as the cost to retrofit the toll bridges, staff is concerned that under
the provisions of the proposed Bill, there will not be any funds left to retrofit the toll bridges.
This burden will then be placed on the already bankrupt State Transportation Improvement
Program funds or on the residents of the Bay Area.
IV. Consequences of Negative Action:
The county and the cities in the county will have to fund any bridge seismic retrofit projects
themselves and there may be a chance that the Bay Area will be saddled with the cost to
seismic retrofit the Bay Area toll bridges.
