APPROVE the Delta DeAnza Trail alignment (Delta DeAnza Trail Extension (East] ) , from Clyde south along the Contra Costa Canal to Willow Pass Road as the trail alignment, to be funded with Navy Mitigation funds. 2 . AUTHORIZE the Community Development Director to proceed with a cooperative agreement with the East Bay Regional Park District (EBRPD) for the use of his Navy Mitigation funds and to authorize transfer of those funds to that District upon acceptance of that cooperative agreement. FISCAL IMPACT The Navy Mitigation Fund has set aside $275, 000 for this trail improvement project. BACKGROUND/REASONS FOR RECOMMENDATIONS In late December, the Board allocated $275, 000 from the Navy Mitigation fund (see attached Board Order) for a trail near Clyde. That action required the approval of a trail improvement location plan by the Board of Supervisors. EBRPD and Community Development staff prepared a report on the options to Supervisor McPeak (attached) urging the east leg of the Delta DeAnza Trail as the preferred location. I concur with this recommendation and wish this trail improvement to proceed and the funds to the transferred to the EBRPD. Allocate approximately $275,000 of the Navy Mitigation Fund toward a trail improvement near Clyde. 2. Authorize the Director of Community Development to execute a cooperative agreement with the East Bay Regional Park District (EBRPD) for use of these funds for the project after an Improvement Plan for the trail has been developed and approved by the Board of Supervisors 3. The general location of the trail improvement shall be along Port Chicago Highway between State Route 4 and the Town of Clyde. The final location shall be set as a part of the Improvement Plan. This Improvement Plan shall be reviewed by both the Community Development and Public Works Departments for consistency with County policies and programs and shall be approved by the Board of Supervisors. FISCAL IMPACT The allocation of $275,000 of Navy Mitigation Trust Fund monies is consistent with the Expenditure Plan on this subject already; that Plan was approved by the Board of Supervisors. The initial allocation was for the Delta DeAnza trail between East and Central County; this was a $450,000 commitment. The remaining $550,000 was to be split between Districts IV and V for local trail purposes. This would commit the District IV allocation to the trail between Clyde and State Route 4. The exact dollar amount to be available for this project can be finalized once the total costs of the Delta DeAnza Trail construction costs .are finalized. This would allow for up to $2750000 to be available for the Clyde Feeder Trail. The EBRPD has indicated they will ensure responsibility for implementation of the trail. Because there were a number of issues related to phasing, timing in relation to other trails in the area, destination points, other potential funding sources, and right- of-way issues, the committee assigned Jim Cutler and Steve Fiala to meet separately and formulate a recommendation for the trail alignment based on the aforementioned criteria and issues. A follow-up meeting has been held (3-3-94) and the following is a synthesis of the advantages and disadvantages of the trail alignment options and a recommendation to you regarding what we perceive as the best application of the Navy mitigation trail monies. Please refer to the attached exhibit as a reference: Option # 1: Delta De Anza Extension (East) Although this trail may be more costly to build (requires fencing, 2 small bridges, some grading improvements) , the alignment follows the Contra Costa Canal and is identified as the preferred alignment of the Delta De Anza Trail as identified in the Delta De Anza Trail Alignment and Feasibility Study and is a part of the EBRPD Trails Master Plan. As well as being the most scenic and recreational route, this segment will connect to the trail currently under construction by Cal Trans adjacent to Hwy 4 leading to the Bay Point area. Locating the trail on the east side of the CCWD canal will provide privacy and security to the Navy and adjacent Clyde homeowners but still may receive some resistance from some residents. Option # 2: Delta De Anza Extension (West) Although this trail will have scenic and recreational value, the timing of a connection of this trail segment to other regional trails planned for the area is unknown and could be 5 years or more into the future. It will make important connections into the Concord area and ultimately tie into the Walnut Creek Channel Trail but it does not have a current destination point. 2950 Peralta Oaks Court•P.O.Box 5381•Oakland CP 94605 0381•5-0.635.0135•FAX 510.569.4319 option # 3: Port Chicago Highway Trail The advantages of this trail include the transportation benefit it would provide with a direct connection to the BART station being built next to Hwy 4 and access to some commercial areas along Port Chicago Hwy. (The transportation potential of this trail also makes it the most competitive for other sources of funding for bike trails) This trail was considered an important link to the R-10 Committee of Clyde. The disadvantages of the trail include its location next to a busy roadway and the limited recreational value and safety issues associated with road crossings. The trail is not included on the EBRPD Trails Plan and would be more appropriate as County public works project (sidewalk) , requiring County operations and maintenance. Recommendation In evaluating the 3 alternatives and considering the best use of the available funding, option #1 the Delta De Anza Extension (East) emerges as the most appropriate choice. Each alternative has some right-of-way issues with the Navy and other ownerships which have to be negotiated. Apart from this, however, option # 1 meets the most criteria for a regional recreational trail. As a regional trail its development and maintenance would be assured. It is the most scenic route and will connect to other trail segments in a more timely fashion. Funding for this trail would also be less available from existing grant sources (such as TDA, ISTEA, etc. ) , as opposed to the Port Chicago Highway Trail which would be very competitive for transportation funding. Follow up efforts will need to be made with the Clyde community to support this recommendation and formal contact with CCWD and the Navy is needed to enlist their cooperation. At an earlier meeting at your office CCWD and the Navy both expressed that they would not have a problem with the trail as described as long as security issues were addressed.
