In the Matter of Honoring )
BEN RUSSELL ) RESOLUTION NO. 941176
WHEREAS, Ben Russell is an outstanding citizen of Contra Costa County, which is evidenced
by his many contributions to the community; and
WHEREAS, Ben is a retired employee of the Contra Costa County Public Works Department and
was the first County Retirement Administrator and served on the Retirement Board for many
years; and
WHEREAS, Ben is a strong supporter of Phoenix Programs Incorporated, a non-profit
organization which serves the mentally disabled. Due to Ben's dedicated volunteerism, Phoenix
named an award in his honor, the Ben Russell Award, of which he was the first recipient and
is annually presented to those who are committed to serving the mentally disabled; and
WHEREAS, Ben is also involved in the National Women's Political Caucus and has lent his
talent to many political campaigns. His involvement led to his becoming the Co-Chair of the
McPeak Breakfast Council, a title he has held for the past 16 years; and
WHEREAS, another philanthropic effort of Ben's is SHELTER, Inc. He has been there since
the inception of this organization which strives to serve the homeless population of our county,
and his contributions have allowed SHELTER, Inc. to thrive; and
WHEREAS, Ben is a great friend to our community and is an all-around great man. We are all
fortunate to have benefitted from his dedication, and we thank and commend Ben for his
tremendous efforts.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors honors BEN RUSSELL
and wishes him continued success with his volunteer endeavors.
PASSED AND ADOPTED ON March 22, 1994, by a unanimous vote of the Board members
present.

MARCELLA COLARICH ) RESOLUTION NO. 941177
WHEREAS, Marcella Colarich is an-outstanding citizen of Contra Costa County, both through
her professional and civic contributions, and
WHEREAS, Marcella is a strong and consistent friend of Phoenix Programs Incorporated, a non-
profit organization which serves the mentally disabled, and she has been honored by Phoenix
for her dedicated service; and
WHEREAS, Marcella is actively involved in Democratic politics in the county. She has served
on the Democratic Central Committee and lent her talents to many campaigns. Her participation
led her to becoming the Co-Chair of the McPeak Breakfast Council, a title she has held for the
past 16 years; and
WHEREAS, Marcella is a successful businesswoman, having started her own real estate business
and now employs a good number of agents; and
WHEREAS, Marcella is a member of the Soroptimists International of Pleasant Hill, has served
on the Contra Costa County Retirement Board, and is an active member at St. Agnes Church;
and
WHEREAS, Marcella is a gracious and effective person. She is always ready to give to her
community, and we are all fortunate to have benefitted from her contributions.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors honors MARCELLA
COLARICH and wishes her continued success with her volunteer and professional endeavors.
