SUBJECT: Approve Plans and Specifications and Advertise for bids for the Kensington Roads
Improvement Assessment District - Reconstruction Phase 3 Project.
Project No. 4500-6X5221-92, CP # 91-60.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, April 19, 1994, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and
AUTHORIZE the closure of Highgate Road, Vasser Avenue, Lenox Road, Ardmore Road,
Windsor Avenue, and York Avenue to through traffic for approximately 4 weeks with the
exception of emergency vehicles and local residential traffic.
11. FINANCIAL IMPACT:
The estimated contract cost of the project is $425,000 funded by Kensington Roads
Improvement Assessment District (100%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
This project consists of the reconstruction of several roads in Kensington as part of the
Kensington Roads Improvement Assessment District. The project is needed to improve the
structural integrity and wearing surface of the roads.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project on July 16, 1992 and determined the project to
be exempt from the California Environmental Quality Act as a Class 1 c Categorical Exemption.
A Notice of Exemption was filed with the County Clerk on July 17, 1992.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed, and the terms of the
Assessment District will not be met.
