SPARKS, DIRECTOR DATE: COMMUNITY SERVICES DEPARTMENT SUBJEC RCH 4 , 1994 Cointy APPROVAL OF 1994 HEAD START SUPPLEMENTAL GRANT APPLICATIONS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION APPROVE and AUTHORIZE the Community Services Director or her designee to execute grant applications and documents for the 1994 Head Start Cost of Living; Quality Improvement Fund; 1994 Expan- sion; Expansion Start-Up; Additional Quality Improvement; Full Day/Full Year; One Time Funds to Improve and Acquire Head Start Facilities and One Time Funds for Vehicle Replacement and Equipment Applications to the Administration for Children and Families (ACF) . II . FINANCIAL IMPACT The maximum amount of Federal funds being requested in this Application is $3,300,000 . If approved, these funds will be allocated by ACF to the County in calendar years 1994 and 1995 . It is anticipated that the County will be notified of funding approval by ACF in late September of 1994 . 1994 Head Start Funds resulting from this Application process will be made available to the County by ACF in October of 1994 and will be reflected in the . Department' s 1994-95 County budget. 1995 Head Start funds resulting from this Application process will be made available to the County by ACF no later than December 31, 1994, and will be reflected in the Department' s 1994-95 and 1995-96 County budgets . III . CONSE UENCES OF NEGATIVE ACTION A decision not to approve this would result in the loss of needed Head Start services to the children and families of this County. REASONS FOR RECOMMENDED ACTION On February 1 , 1994 , the Department was verbally notified by ACF that program instructions were being issued to Grantees in mid- February inviting them to submit applications for the following Head Start Supplemental programs: PROGRAM TITLE PROGRAM ALLOCATION Cost of Living $132,484 . 00 Quality Increase Fund $230,930 . 00 1994 Expansion $ 58,467 .00 1994 Expansion Start-Up No allocation, contingent on need 1995. Expansion $233,867 . 00 1995 Expansion Start-Up No allocation, contingent on need 1994 Additional Quality $118,706 . 00 Increase Funds/Full Day/ Full Year 1995 Additional Quality $474, 822 . 00 Increase Funds/Full Day/ Full Year One Time Funds to Improve No allocation, contingent on need and Acquire Head Start Facilities One Time Funds for Vehicle No allocation, contingent on need Replacement and Equipment All the above Applications were due in to the County on March 11, 1994 . The Grant Application package was appoved by the Head Start Policy Council on Monday, March 21, 1994 . The due date for ACF is April 1, 1994 . If approved by ACF, the Grant Application will provide funds to assist the Department in developing a multi-year strategic plan to prepare for the rapid growth anticipated in the Head Start program, provide Expansion and Expansion Start-Up funds for an additional 54 Head Start children, provide quality funds to hire additional staff to improve current staff/child and manager/employee ratios, provide funds to proceed in the direction of full day, full year Head Start programs , purchase needed portables, facilities and equipment, and provide a retroactive 2 . 7% cost of living adjustment to all Head Start funded positions effective January 1, 1994 .
