MICHAEL WALFORD, CHIEF ENGINEER DATE: MARCH 22, 1994 SUBJECT: INDICATE SUPPORT FOR INCLUDING STATE SUBVENTION PROGRAM FUNDING IN THE PROPOSED STATE BOND ISSUE, COUNTYWIDE. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION I. Recommended Action: Indicate support for Governor Wilson's including $135 million for funding the State's Subvention Program in the proposed State budget with State bond financing and Authorize Chairperson to send a letter to the County's State Legislators to solicit their support. II. Financial Impact: The subvention Program has provided millions of dollars in financial assistance toward the non-federal cost share of federal flood control improvements constructed in Contra Costa County. We anticipate receiving approximately $1.2 million from the Subvention Program over the next three years for the Wildcat-San Pablo Creeks and Walnut Creek Projects. III. Reasons for Recommendations and Background: The flood control improvements constructed by the Corps of Engineers and the Soil Conservation Service in the State and Contra Costa County have eliminated many severe flooding problems and saved millions of dollars in property losses by the general public. Without the State Subvention Program many of these improvements would not be constructed today. IV. Consequences of Negative Action: Lack of support by our local legislators may result in the Subvention Program not being funded. The Subvention Program is extremely important to most California counties because it provides funding for a portion of the local costs associated with federal government construction of flood control infrastructure. The counties alone cannot afford to construct the major drainage improvements needed to abate recurring flooding problems. Financial participation by the State and Federal governments is essential. In our county alone, flood control improvements costing millions of dollars have been constructed by the Army Corps of Engineers and the Soil Conservation Service. The State's Subvention Program has made it possible for our county to meet the non-federal cost share requirements. While bond funding may not be the most ideal method of financing local costs for these improvements, at present there is no hope of funding from any other source. Construction of these projects must continue to ensure the safety and security of our county's residents. We respectfully request your support of the bond measure to support the Flood Control Subvention Program which is currently under consideration by State Senate Budget and Fiscal Review-Subcommittee No. 2.
