BACKGROUND: On March 1, 1994;1 the Board of Supervisors endorsed the East Bay Public . Safety 1' Corridor Project and directed the, County Administrator to recommend positions on legislation in support of or resulting from the work of the East Bay Public Safety Corridor. This is the first of those pieces of legislation. As the Board will recall, Assemblyman Tom Bates has undertaken an initiative to assure the residents of the East Bay Corridor that every citizen will have the right to be safe on the streets, to have healthy families and neighborhoods, and to share equally in the opportunities of our community. This initiative was undertaken by having the mayors of Oakland, Berkeley and Richmond and their respective school districts sign a memorandum of understanding in November, 1993 mutually pledging to accomplish specified goals having to do with public safety, Violence prevention, establishing programs for youth, stronger gun control, expanding drug and alcohol prevention., treatment and interdiction efforts and expanding their efforts to include other jurisdictions . ATTESTED Contact: PHIL BATCHELOR,CLERK OF THE BOARD OF CC: See Page 2 SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY ,I a -2- The East Bay Public Safety Corridor has been expanded to include invitations to the counties of Alameda and Contra Costa and the cities and school districts stretching from at least the southern boundary of Oakland through the northern boundary of the West Contra Costa Unified School District. Invitations have been issues to the cities and, school districts running as far south as Hayward. If all communities in this area decide to join the Project, it will run from the Carquinez Bridge through the City of Hayward. AB 90x (the "x designating a Special Session bill) has been introduced by Assemblyman Bates to define the physical boundaries of East Bay Corridor and to identify some of the tasks the members of the Corridor may undertake. The Corridor is defined as those portions of the ' counties of Alameda and Contra Costa which are within the cities of Berkeley, Oakland or Richmond and/or within the boundaries of the Berkeley, Oakland or West Contra Costa Unified School Districts. Any local agency within this area, including the two counties, is entitled to join the Corridor. In terms of tasks, AB 90x provides for members of the Corridor to adopt a plan for public safety, crime prevention, youth, job training and educational activities within the Corridor in order to create and maintain a safe environment for residents of the Corridor. Members are also authorized to submit applications for funding to the State and Federal governments and private foundations and to establish a non-profit 501 (c) ( 3) organization to implement the Corridor plan. In view of the Board's endorsement of the East Bay Public Safety Corridor concept,, it appears appropriate for the Board to also indicate its support for AB 90x. cc: County Administrator Gary T. Existing law provides for cities, counties, special districts, regional authorities, and other local governmental agencies to provide specified services. This bill would authorize the Counties of Alameda and Contra Costa and specified local agencies within those counties to establish the East Bay Public Safety Corridor to facilitate coordination, joint planning, and joint operation of public safety, crime prevention, youth, job training, and educational activities within the corridor in order to create and maintain a safe environment for residents of the corridor. Memjbers of the corridor would be authorized to prepare, adopt, review, and revise from time to time a corridor plan and to prepare and submit joint applications for state, federal, and foundation funding to implement the corridor plan. Article 1.5 (commencing with Section 2 „6525) is added to Chapter 5 of Division 7 of Title 1 of the 3 !'Government Code, to read: 4 5 Article 1.5. East Bay Public Safety Corridor 6 shall be known and may be cited as 7 6525. This article y 8 'the East Bay Public Safety Corridor Act of 1994. 9 ! 6525.1. The purpose of this article is to provide a 10 imechanism to facilitate coordination,joint planning, and 11 I oint operation of public safety, crime prevention, youth, 12 job training, and educational activities within the East 13 i!Bay Public Safety Corridor established pursuant to this 14 article. in order to create and maintain a safe 15 lenvironment for residents of the corridor. 16 6525.2. As used in this article, the following terms 17 have the following meanings: 18 (a) "Corridor" means the East Bay Public Safety 19 'Corridor established pursuant to this article. 20 (b) "Governing body." means the city council, board 21 lof supervisors, school board, or other elected governing 22 ;body of each local agency that becomes a member agency 23 of the corridor. 24 6525.3. (a) Two or more of the local agencies 25 ;specified in subdivision (b) may establish the East Bay 26 Public Safety Corridor pursuant to the provisions of this 27 article upon the adoption of resolutions favoring the 28 establishment of the corridor by the governing bodies of 29 the local agencies. The resolutions shall be approved by 30 a majority affirmative vote of the membership of the 31 ;governing body. 32 (b) The following local agencies may elect to become 33 ;members of the corridor pursuant to this article: 34 (1) The County of Alameda. 35 (2) The County of Contra Costa. 36 (3) The City of Berkeley. 37 (4) The City of Oakland. 38 (5) The City of Richmond.
