SUBJECT: LEGISLATION': SB 1800 (Campbell) RE AUTHORIZING THE MUNICIPAL
COURT TO ESTABLISH A "900" NUMBER FOR CONDUCTING CERTAIN TYPES

ACKNOWLEDGE that
tlthe Board of Supervisors is the SPONSOR of SB 1800
by Senator Tom Campbell, which would authorize the Municipal Court
to establish a "900" number for conducting certain types of court
business and for providing certain types of information.
BACKGROUND:
One of the items on the Board's 1994 Legislative Program is to
sponsor legislation which would allow the' Municipal Court and
perhaps other departments to make use of a "900" number to provide
certain information to the public and to conduct certain business .
Senator Tom Campbell has agreed to introduce SB 1800 for this
purpose since San Mateo County may also want to be included in the
bill . We may amend the bill as we go through the legislative
process to add other departments and functions .

San Diego County"' s Municipal Court received authority recently to
make use of a "900" number, which allows the County to charge for
certain services;lwhich can be made available via telephone. One of
the requirements',jwe want to insure we have in place with any use of
a "900" number is that whatever services are available via the 900
number can also 'The obtained free of charge if a person wants to
come into the. ofifice. We are continuing to refine what specific
services will be included in this legislation. Currently, as
introduced, the , bill authorizes the use of the 900 number for
, traffic, misdemeanor or other telephonic arraignment, for court
scheduling, and 'for rendering tentative civil decisions .

Since Senator Campbell has agreed to introduce SB 1800 at the
request of the County, it would be appropriate for the Board of
Supervisors to indicate that it is the sponsor of SB 1800 .

An act to add Section 73369 to the Government Code,
relating to courts.
LEGISLATIVE COUNSEL'S DIGEST
SB 1800, as introduced, Campbell. Municipal courts:
Contra Costa County.
Existing law establishes the municipal courts in Contra
Costa County, as specified. Existing law also establishes the
Brown-Presley Trial Court Funding Act providing for state
funding of trial courts on a county option basis.
This bill would authorize a municipal court in Contra Costa
County to establish a "900" telephone number or numbers for
conducting certain court functions in civil and criminal cases
in those courts, under specified circumstances.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.

1 SECTION 1. Section 73369 is added to the
2 Government Code, to read:
3 73369. A municipal court in Contra Costa County may
4 establish a "900" telephone number or numbers for
5 traffic, misdemeanor, and other telephonic arraignment,
6 for court scheduling, and for rendering tentative civil
7 decisions, provided the court provides an alternative
8 method of obtaining the service or information in a
9 timely manner, and informs individuals of this alternative
10 in 'the message preceding the "900" information. The
11 proceeds from these "900" telephone numbers shall be
12 continuously and solely appropriated to the use of that
