BACKGROUND: One of the items on the Board's 1994 Legislative Program is to support any legislation which would assist in funding library construction. _Assemblywoman Alpert has introduced AB 61 which, as amended February 22, 1994 would enact the Public Library Learning and Literacy Expansion Act of 1994 . This measure would place on the November 8, 1994 ballot a bond measure which would authorize the sale of $100 million in general obligation bonds for the purpose of funding a library. construction and renovation program. The measure requires a 35% local match, with 65% of the cost of the project covered by the proceeds of the bond measure. The local match can include - the donation of land for a library building, if the donation has been made within five years of the date of the application. ' Land acquired more than five years before the date of the application can be credited toward the local match at its appraised value as of the date of the application. -- Since AB 61 appears to be consistent with the Board's 1994 Legislative Program, it appears appropriate for the Board to indicate its support for AB 61 .
