YANCEY, District Attorney 4 . . o:. s Costa County riOsY Lt DATE: March 10, 1994 SUBJECT: Request for Release of Funds from the District Attorney's Consumer Protection Special Revenue Fund SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATIONS 1. Authorize the release of $7500 from the reserve/designation in the District Attorney's Consumer Protection Special Revenue Fund (Fund 112400) into the fund balance in Fund 112400 for the purchase of a CD-ROM legal research system for the District Attorney's Special Operations Unit. 2. Approve appropriations and revenue adjustments to use the released funds for the purchase of. the system and related.materials. II. FINANCIAL IMPACT None. There is no net County cost associated with this action. The expenditure will be paid out of the District Attorney's Consumer Protection Special Revenue Fund, which, by Court Order, and be used only by the District Attorney's Consumer and Environmental Unit (Special Operations) to further its mission. The Court Order forbids funds to be used for supplantation purposes. III. REASON FOR RECOMMENDATIONS/BACKGROUND The Special Operations Unit has no law library of its own, and is situated away from the main Office. Purchase of the CD-ROM package would enable the Unit attorneys to do legal research at their work site, faster and more comprehensively. This would increase the efficiency of the Unit. The Office would be able to use existing resources for consumer and environmental protection in a more effective manner, which could, in. some cases, increase the Unit's ability to generate revenue for the General Fund. . IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this request would impede the District Attorney's Special Operations Unit's efforts to perform legal research in an efficient manner. Efficiencies in case processing could not be realized, and consumer and environmental production, and perhaps County revenue generation, would suffer.
