Expand the number of representatives on the M-16 Service Advisory Committee from the current fivb to seven in order to accommodate greater input from the community. The two additional terms are each for the remainder of 1994 and thereafter should become two-year terms except that one should initially expire December 31, 1995, and the other December 31, 1996. All appointees shall continue to serve until replaced or reappointed. 2. Appointments of the following individuals to the M-16 Service Advisory Committee for the terms indicated: Dee Kilcoyne December 31, 1994 140 Norman Avenue Clyde 94520 (current unexpired term) Russell Minor December 31, 1994 118 Norman Avenue Clyde 94520 Janine Puhger December 31, 1994 2688 Trafalgar Circle Clyde 94520 Reta R. The liaisons from M-16 to CCIA should not be members of the Board of Directors of CCIA; (c) a policy regarding limiting the number of individuals on M-16 who are also on CCIA; (d) publication and distribution of newsletters and other notices within Clyde; (e) cooperation and coordination on a number of land use projects in Clyde, including, but not limited to: in cooperation with CCIA, explore feasibility of selling and transferring Maybeck Park to adjacent property in exchange for acceptable land use proposal and using proceeds to improve parks elsewhere in Clyde. CCIA would have to be willing to remove lien against the park; - other park improvements - use for land next to the Community Center; consideration should ,be given to use(s) that could generate revenue for the community; - trails and their alignment; - recreation improvements for families and children; - purchase of office equipment for the benefit of both M-16 and CCIA with further written agreements for use and disposition, notification of District IV and other county offices as appropriate. The District IV Supervisor's office should facilitate the development of an MOU and convene the meetings to initiate dialogue. BACKGROUND There is a need to both appoint individuals to M-16 and facilitate cooperation and harmony in the community. This Board Order is intended to address both needs. Several residents of the Clyde community were consulted as to whether or not appointments should be made before March 31, 1994. The overwhelming feedback was to proceed with appointments. Supervisor-Designate Mark DeSaulnier was invited to attend the interviews held on March 5, which he did. The additional positions and terms of office will allow the next Supervisor to review progress of M- 16 and the status of cooperation with CCIA in the near future and make adjustments as necessary. These appointments provide representation from both the new and historical sections of Clyde as well as a mixture of viewpoints. In addition, the M-16 Service Advisory Committee is encouraged to establish working sub-groups to involve other members of the community. In particular, the Board of Supervisors encourages M-16 to involve the following individuals who also applied because they exhibited great interest in the parks, trails and general well being of Clyde: Julie Harroun, David Kory, and Nancy McKim. Further, in recognition that, although Nita Price requested that she be removed from consideration for appointment, she has served M-16 and the community with much devotion and love of Clyde for years and has been a resident of Clyde for almost six decades, the Board of Supervisors hereby declares the honorary position of M-16 Committee Member Emeritus. Although this position shall be non-voting ex-officio, members emeritus should be directly notified of all M-16 meetings so that they can be kept informed. Whenever Dee Kilcoyne retires from M-16, she shall also become a member emeritus.
