Recommended Action: ACCEPT the following report and recommendations from the Public Works Director regarding the need for stop signs at various intersections in the Pacheco area and the location of the road closure on Elder Drive. 11. Financial Impact: None to the County III. Reasons for Recommendations and Background: On January 18, 1994 the Board of Supervisors approved modifications of certain conditions of approval for Subdivision 7840, located on the old Pacheco school site in the Pacheco area. As part of the approval of the modifications to the conditions of approval, the Board directed the Public Works Director to look into two issues that were raised at the public hearing. 1. To investigate the need for stop signs at the following intersections of a) Flame Drive and First Avenue South, b) Flame Drive and Second Avenue South, c) Second Avenue South and Elder Drive, d) Second Avenue South and Blackwood Street, e) Second Avenue South and "C" Street. 2. Review the location of the barrier on Elder Drive and locate it as far south as possible on the existing road alignment without sacrificing safety. Stop Signs The developer's traffic engineer, Rick Mitchell Associates, analyzed each of the five intersections for stop sign warrants. The County has an adopted stop sign warrant policy for the installation of stop signs. The need for a stop sign at an intersection involves analyzing the volume of traffic on each street approaching the intersection, the number of accidents at the intersection and the visibility or sight distance at the intersection. The traffic engineer analyzed each intersection in accordance with the County's stop sign warrant policy. None of the five intersections analyzed warranted the installation of a stop sign. The volume of traffic analyzed at each intersection, included the projected traffic volumes from the subdivision. 2. Elder Drive Barrier Location The location of the barrier on Elder Drive was initially proposed to be just south of the entrance to the Centerpointe condominium complex, which is located at the top of the hill on Elder Drive. At this location the barrier is visible from drivers approaching from Center Avenue. The barrier was analyzed at three alternative locations, one just south of the driveway at 104 Elder Drive, the second just south of the driveway at 106 Elder Drive and the third just south of the proposed intersection with the 22 lot subdivision at the existing end of Elder Drive. The sight line requirements for a 25 mile per hour design speed were analyzed on a profile of Elder Drive at these three locations. All of the three alternatives locations would require some lowering of the top of the hill at Elder Drive in order to accomodate a 25 mile per hour design speed. RECOMMENDATION 1. It is recommended that the Board accept the findings by the Public Works Director and not require the installation of stop signs at the five intersections investigated. 2. It is recommended that the barrier of Elder Drive be located as originally proposed just south of the driveway to the Centerpointe condominium project. IV. Consequences of Negative Action: The location of the barrier would not be determined and progress on the subdivision would be held up.
