1.112 LETTER dated March 7, 1994, from Barbara Woodburn, Chair, Transportation Partnership and
Cooperation(TRANSPAC), 100 Gregory Lane, Pleasant Hill 94523, requesting the Board to revise
the western boundary of the proposed fee area to the line established by the Contra Costa
Transportation Authority, and also requesting notification of any proceedings/hearings on the
proposed fee.

200 City Hall, San Francisco 94102, advising of his appointment of a committee to explore the

the City's Feasibility Study.

Program Manager
It has come to my attention that several actions must be taken by
Contra Costa County, in order to pave the way for development of
the North Richmond ' Ballfield adjacent to Verde School. The
actions primarily involve the hookups to sanitary sewer and storm
drain systems which ! are needed for the small restroom building
and site drainage, respectively. In order to meet our deadline,
the County must immediately:
Sanitary Sewer
1. Grant an easement to West County Water District for the
existing 10" sanitary sewer main that is contained within a
25 foot right-of-way owned by the Contra Costa County Flood
Control and Water District (CCCFCWD) along the northern
boundary of the project property. This must be accomplished
prior to any lateral tie-ins from the project to . the
existing 10" sanitary sewer main. It is our understanding
that the legal description for this easement is already
written and is waiting further action. Please contact
CCCFCWD engineer Tom Williams for more information.

Storm Drain
1, Approve the installation of type "C" catch basin on line
"A" , drainage area 19A, at the end of the existing 48"
R.C.P. stub on '; the west side of Third Street, just north of
Wildcat Creek:.

2. Waive fees forDrainage Areas 19A.
I would also like to remind the County of its commitment to the
West County Baseball League and Executive Director Kenneth L.
Nielson. The program aspect of this project was a crucial
J component which enabled North Richmond to receive the A's/Luck:y's
grant and it will be the gauge for determining our overall
success or failure.'

According to my rec�rds, the City of Richmond and Contra Costa
County have agreed to equally share the cost of Mr. Nelson 's
�
salary over two (2) years. The county is scheduled to pick up
Mr. Nelson 's salary Within a few months and a smooth transition
is necessary in order to maintain the project's momentum.

Finally, it is im erative that the appropriate County staff
attend all futuremeetings; we will not complete the design,
construction, and deadline of the project unless everyone begins
attending meetings regularly. Let's organize so the children can
