SUBJECT: STATUS REPORT ON SHERIFF DEPARTMENT'S LITTER ENFORCEMENT
AND CLEANUP PROGRAMS

RECOMMENDATION:
1. Accept status _report from Finance Committee on Sheriffs Litter Enforcement,
Clean-up, and Resident Deputy Program in Bay Point.
FISCAL IMPACT:
No change in current funding is being requested at this time. The programs described
below are funded with Keller Landfill mitigation revenues.
BACKGROUND:
The Finance Committee met on February 14 to listen to an update on enhanced Litter
Control and the Resident Deputy Program for the Bay Point area from Assistant Sheriff
Mitosinka and Captain Gackowski of the Sheriff Department. The department presented
monthly reports from the Litter Control Program, including follow-up program, for calendar
year 1993'and the Resident Deputy Program from November 1992 through calendar year
1993.
The Litter Control Program cleans up litter along the roadside and other public right-of-
ways. Most of the labor is provided by community service participants who perform the
labor in lieu of fine payment or a jail sentence. In July 1993, an aggressive investigative
element was added to the Litter Control Program. A number of investigations have
resulted in the litter being cleaned up.by the responsible parties; citations being issued;
or complaints filed by the Office of the District Attorney for purposes of prosecution.

A summary of Litter Control activities is as follows:
4,045 bags of litter were removed from areas throughout the county.
103 litter cases were followed up and resulted in 5 citations; 10 referrals to the
Office of the District Attorney; 24 sites cleaned up by the responsible parties; and
16 investigations still continuing.
The Bay Point Resident Deputy conducted liaison contacts with schools, businesses, and
apartment managers in the area; made 110 arrests; tagged or towed 58 cars; recovered
4 stolen cars; and participated in the midnight basketball league.
Prior to funding from Keller Landfill Mitigation fees, the Resident Deputy was a pilot
project in the Bay Point area. Additional liaison work by a resident deputy in other
communities would be possible once a funding source is identified.
