Our Orinda City Council, in response to requests by Orinda citizens, members of the Orinda Fire Commission, and the Orinda Association, has studied a variety of alternatives for fire district consolidation. Throughout the process, we have attempted to work with county staff and members of t he Board in your efforts to evaluate such alternatives :'' We- have consistently stated that our goal is to assure maintenanceeof fire -arid 'medical' -rescue- - setvi-ce level's' "in Orinda, ''in the most cost effective •fashion. ` We sought assurances from the Board of Supervisors that fire and medical rescue services in Orinda would not deteriorate as a result of consolidation of fire districts . The Board responded that it will use its best effort to maintain minimum standards of existing service levels . We sought assurances that taxes generated in the merit districts would not be used to increase service levels in the "paid-on-call" districts. Your staff recommended these assurances, but the Board decided not to accept the staff recommendation and not to provide such assurances . Orinda is a high fire hazard area. The portion of each property tax dollar paid in Orinda that goes toward fire and medical rescue services is the highest of all cities and all unincorporated areas in the county. Orinda citizens have historically committed this high proportion of the property tax precisely because of their recognition that Orinda is a high fire hazard area. Fire and medical rescue services in Orinda are at the level that exists today because Orinda.citizens historically,chose to pay for them at that level. These service levels in Orinda ' 'are more than' fully funded by property taxes from Orinda. G� Board of Supervisors February 15, 1994 Page Two The consolidation proposal includes districts with significantly different service district methods, and with significantly different funding mechanisms . Until these differences are addressed and resolved, the taxpayers within the districts will not be assured that fire and medical rescue services will be maintained at the existing levels. It does a disservice to all of the residents of the county to approve a consolidation that does not identify how services will be provided, and funded. We all deserve to know, in advance, how service levels will be affected by this consolidation proposal . We cannot support the LAFCO application as submitted. It provides no assurance that existing service levels will be maintained. The last minute revisions to the language will now allow funds from existing merit districts to be transferred to "paid-on-call" districts. We specifically request that the Board of Supervisors reconsider its vote to approve the application .to LAFCO, and withdraw the Orinda Fire Protection . District from the proposed consolidation.
