Our protests and petitions, however, have been to no avail. Enclosed is the last letter and petition again detailing these violations. Numerous phone calls have followed, only to receive promises of definitive action that was never taken. It seems inexcusable to us neighbors that given the emphasis and vigilance in maintaining code standards in our neighborhood, that nothing has been done by our Community Development Department to remedy this situation. Since 1989, we neighbors have petitioned the Community Development Department to take definitive action against Mr. Leo Tscharner ' s gross and flagrant code violations on his property at 1241 Laverock Lane, Alamo. To repeat what we have said many times, and what inspectors from your Department have seen and reported; an acre of Mr. Tscharner ' s property facing our homes continues to be used as a junk yard for the storage and accumulation of wrecked cars , assorted debris of old tanks and cans, bricks , rotten planks and scraps of non-descript boards, and sundry non-building material . In the midst of the littered junk, Mr. Tscharner erected two large wooden storage shacks , and a dilapidated transparent quanset-like hut, which are packed with more junk and waste material . It should be noted, furthermore, that Mr. Tscharner ' s junk yard in our neighborhood not only confronts us with an ugly sight, but has considerably depreciated the value of our respective properties . With out sewer or water, Mr. Tscharner, from time to time, camps-out over night in his partly constructed house, using the environs for excretory deposit, Mr . Tscharner ' s excuse for his delay is that he is in the process of building a house, now going on for the past four years . Z. In spite of petitioning the Dep ' t. of Community Development to take peremptory action against Mr. Tscharner ' s code violations in our neighborhood, there has only been years of procrastination.
