RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $1,450,000, funded by road funds (100%) III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes placing asphalt concrete overlays, pavement reinforcing fabric, asphalt rejuvenating materials, slurry seal, or chip seal treatments to existing County roads. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301(c) of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction. Project Description, Common Name (if any) and Location: 1994 ROAD SURFACE TREATMENTS #CP 94-6: The 1994 road surface treatment projects consist of placing asphalt concrete overlays, pavement reinforcement fabric, asphalt rejuvenating materials, slurry seal, or chip seal treatments to existing road surfaces. The projects may also include one or more of the following activities: (1) Pavement striping/ painting messages/pavement marker replacements; (2) Minor reconstruction (i.e., excavating and replacing roadway); (3) Street and driveway conforms; (4) Placement of shoulder backing (i.e., rolling loose gravel for shoulder); and (5) Utility cover adjustments. Road surface treatment projects may occur on major arterial or commuter routes. If so, the contractor will be instructed to work only during non-commute hours so as not to interrupt the flow of traffic, and will phase the work if necessary to minimize disruption to motorists. In residential areas the majority of work will be performed during the hours of 7:30 a.m. and 5:00 p.m. Subject Location: The road surface treatment projects may occur on unincorporated roadways in Contra Costa County.
