His term ends September 30, 1997, and compensation is $100 per diem and necessary expenses . Mr . Vernon, now retired, served as Deputy Superintendent and teacher with the ABC Unified School District in Cerritos, California ( 1949-1986) . He also served is the U.S. Army Air Force from 1943 to 1946 . Mr . Vernon received his Master of Arts and Bachelor of Arts degree in History and Education from Occidental College in Los Angeles ( 1952) . He also received coursework in education and administration credentials from California State University, Long Beach ( 1952-1959 ) . He has certificates in General Secondary Teaching, General Administration, Counseling and Guidance, and Junior College Teaching. He is a member of the California Retired Teachers Association ( 1986-present) , the Santa Monica Bay Restoration . Ernest J. Pfanner is owner/operator of Pfanner Pfarm, a livestock and farming operation. In addition, he was self-employed in the dairy industry ( 1946-1978) , held office as a Yolo County Supervisor ( 1984-1988) , and was a Trustee in the Davis Unified School District ( 1981-84) . Mr . Pfanner received his education in Agricultural Economics from the University of California, Davis ( 1946-50) . He is President of the Yolo County Veterans ' Coalition and a lifetime member of the Disabled American Veterans and the Veterans of Foreign Wars. Previously he was a member of the Yolo County Farm Bureau (1980-90) , the California Grange ( 1985-90) , and the American Legion (1980-90) . Karl E. Langley is Acting Dean at the School of Engineering, CSU Fresno ( 1990-present) . Previously he was Chairman of the Department of Civil and Surveying Engineering ( 1985-93) and Professor/Dean of Civil Engineering at CSU, Fresno ( 1982-84) ; partner with Hanna, Longley and Associates, Consulting Civil Engineers ( 1983-85) ; consulting civil engineer with Strauss and Roberts in Porterville, California ( 1981-82) ; and an officer and sanitary engineer with the U.S. Army (1960-81) . Spencer Flournoy, now retired, was an Engineering Consultant in Santa Rosa from 1983 to 1986 . He also served as Manager with the Occidental Petroleum Corporation ( 1974-83) , Vice President and General Manager with the Santa Fe International Corporation ( 1971-74) , and with Frederick R.
