1.89 LETTER dated. February 7, 1994 from Congressman Bill Baker, 1801
North California Blvd, Walnut Creek 94596, advising that he has
submitted to the Public Works and Transportation Committee
proposals for federal funding for the major highway projects in
Contra Costa. County, and of his commitment to bringing federal
assistance to the transportation needs of the 10th Congressional
District.

1.90 RESOLUTION adopted February 9, 1994, by the City Council, City
of Pittsburg, P.O. Box 1518, Pittsburg 94565, requesting a rate
hearing for out-of-county wastes, and the imposition of a
surcharge and inspection program for all direct-hauled wastes to
the Keller Canyon Landfill.

Dear Friend:
Governor Pete Wilson has re-appointed Charles C. Vernon of
La Mirada as a member of the California Regional Water Quality
Control Board, Los Angeles Region. His term ends September 30,
1997, and compensation is $100 per diem and necessary expenses .
Mr . Vernon, now retired, served as Deputy Superintendent and
teacher with the ABC Unified School District in Cerritos,
California ( 1949-1986) . He also served is the U.S. Army Air
Force from 1943 to 1946 .
Mr . Vernon received his Master of Arts and Bachelor of Arts
degree in History and Education from Occidental College in Los
Angeles ( 1952) . He also received coursework in education and
administration credentials from California State University, Long
Beach ( 1952-1959 ) . He has certificates in General Secondary
Teaching, General Administration, Counseling and Guidance, and
Junior College Teaching.
He is a member of the California Retired Teachers Association
( 1986-present) , the Santa Monica Bay Restoration . Project
( 1988-present) , the Sierra Club, Nature Conservancy, Health the
Bay, Gahr Scholarship Foundation, and the Antique Motorcycle Club
of America.

Governor Pete Wilson has re-appointed Ernest J. Pfanner of Davis
and Karl E. Longley of Fresno as members of the California Regional
Water Quality Control Board, Central Valley Region. Their terms
end September 30, 1997. Compensation is $100 per diem and
necessary expenses .
Ernest J. Pfanner is owner/operator of Pfanner Pfarm, a livestock
and farming operation. In addition, he was self-employed in the
dairy industry ( 1946-1978) , held office as a Yolo County Supervisor
( 1984-1988) , and was a Trustee in the Davis Unified School District
( 1981-84) .
Mr . Pfanner received his education in Agricultural Economics from
the University of California, Davis ( 1946-50) . He is President of
the Yolo County Veterans ' Coalition and a lifetime member of the
Disabled American Veterans and the Veterans of Foreign Wars.
Previously he was a member of the Yolo County Farm Bureau
(1980-90) , the California Grange ( 1985-90) , and the American Legion
(1980-90) .
Karl E. Langley is Acting Dean at the School of Engineering, CSU
Fresno ( 1990-present) . Previously he was Chairman of the Department
of Civil and Surveying Engineering ( 1985-93) and Professor/Dean of
Civil Engineering at CSU, Fresno ( 1982-84) ; partner with Hanna,
Longley and Associates, Consulting Civil Engineers ( 1983-85) ;
consulting civil engineer with Strauss and Roberts in Porterville,
California ( 1981-82) ; and an officer and sanitary engineer with the
U.S. Army (1960-81) .

Mr. Longley .received his Doctor of Science degree in Environmental
Engineering (1974) and his Master of Science degree in Water
Resources and Sanitary Engineering (1964) from Johns Hopkins
University, Baltimore, Maryland. He was awarded his Bachelor of
Science degree in Civil Engineering from the University of New
Mexico, Albuquerque (1960) . He is a registered civil and
professional engineer in California, Texas, and Maryland.
Mr. Longley is a diplomat, American Academy of Environmental
Engineers (1984-present) and a member of the following
organizations: American Society of Civil Engineers (1973-present) ,
American Society for Microbiology (1974-present) , American Water
Works Association (1974-present) , Association of Environmental
Engineering Professors (1984-present) , California Association of
Reclamation Entities of Water (1985-present) , and the Water
Pollution Control Federation (1974-present) .

Governor Pete Wilson has appointed Mr . Allan L. Morris of Crescent
City and re-appointed Mr . Spencer Flournoy of Santa Rosa as members
of the California Regional Water Quality Control Board, North
Coastal Region. Mr . Morris replaces Anna L. Sparks, and his term
ends September 30, 1996. Mr . Flournoy' s term ends September 30 ,
1997 . Compensation is $100 per diem and necessary expenses.
Allan L. Morris is a Deputy Probation Officer with Del Norte County
( 1986-present:) . Previously he was a youth specialist with Redwood
Region Youth Services ( 1984-86) and a drug and alcohol counselor
with United Indian Lodge of Crescent City ( 1982-84) . He worked in
the commercial fishing industry from 1975 to 1981 .
Mr . Morris received his education from the College of the Redwoods
( 1981-85) and the College of Marin (1968-70) . He holds
professional certificates in Narcotics Officer Training, Suicide
Intervention, Adult and Juvenile Law, Health and Safety Drug
Training, Child Sexual Abuse Treatment, and AIDS Education and
Prevention for Corrections .
Spencer Flournoy, now retired, was an Engineering Consultant in
Santa Rosa from 1983 to 1986 . He also served as Manager with the
Occidental Petroleum Corporation ( 1974-83) , Vice President and
General Manager with the Santa Fe International Corporation
( 1971-74) , and with Frederick R. Harris, Inc. , Consulting
Engineers, ( 1951-71) .

Mr . Flournoy received his Master of Arts degree from Phillips
Academy, Andover, MA (1941) and. his B.E. degree from John Hopkins
University (1.944) . He is a member of the Sonoma County Alliance;
the World Affairs Council ( Sonoma County) ; the Sonoma County
Taxpayers Association; and the Luther Burbank Center for the Arts .

Russ L. Tenney is Vice President of Magma Power Company of
Brawley, California ( 1981-present) . He received a Bachelor of
Science degree in Marine Engineering from the California Maritime
Academv ( 1976) .

Redlands, a packer/exporter of fresh produce ( 1973-present) . He
was awarded his Bachelor of Arts degree in government from the
University of Redlands in 1966 .
Robert J. Huntley is President of Huntley Management Services of
Westminster, California (1984-present) . Previously he was
Administrative Manager with the County of Orange (1977-84) , City
Administrator with the Cities of Westminster (1967-1977 ) , La Habra
( 1959-1964) , and Santa Paula ( 1957-58) , and was Real Estate
Director with Alpha Beta Markets ( 1964-67) .
Mr . Huntley received his D.P.A. degree in Public Administration
from the USC School of Public Administration in 1974. He was
awarded .his Master of Science and Bachelor degrees in Public
Administration from USC as well ( 1947/45) . He is a member of the
Orange County Board of Supervisors Water Task Force (.1990-present ) ;
the Association of California Water Agencies ( 1987-present) ; the
Water Association of Orange County (1987-present) ; the California
Special Districts Association ( 1987-present) , and the American
Society for Public Administration ( 1955-present) .

Judith L. Johnson is President and Founder of Sterling
Communications of Laguna Hills , a public relations firm
(1993-present) . Previously she held positions as: Vice President
and Principal,, Thomas Wilck Associates, Inc. (1985-1993) ;
self-employed communications consultant (1981-85) ; Executive
Assistant, Orange County Board of Supervisors ( 1980-81) ; and staff
aide to the White House and former President Richard Nixon
(1970-1977) .
Ms. Johnson was awarded her Bachelor of Arts degree in History and
French from Wisconsin State University ( 1966) . She is a member of
the Women' s Roundtable of Orange County (1992-present) ; .the
Citizens ' Advisory Committee to the Orange County Transportation
Authority (1991-present) ; and the Education Committee of San Diego
Unified Port District ( 1993-present) .
James S. Mocalis is General Manager of the Murrieta County Water
District (1992-present) . Formerly he was a principal with Local
Agency Associates -of San Juan Capistrano (1985-92) and General
Manager of the Capistrano Valley Water District (1981-85) .
Mr . Mocalis was awarded his D.P.A. degree in Public Administration
from the University of Southern California ( 1978) . He received his
Master of Science degree in Public Administration from California
State University, Long Beach ( 1971) , and his Bachelor of Science
degree in Architecture from Cal Poly State University ( 1958) . He is
a member of the American Water Works Association (1981-present) and
the Association of California Water Agencies (1981-present) .
