February 1, 1994 Board of Supervisors County of Contra Costa 651 Pine St. , 11th Floor Martinez, CA 94553 Dear Chairperson: At the February 1, 1994 Board of Supervisors Meeting, the Inyo County Board of Supervisors unanimously passed and adopted the enclosed Resolution No. 94-10. The Resolution opposes the Department of Fish & Game's proposed twenty percent reduction in the stocking level of fish planted in Region 5, which includes Inyo County and the Eastern Sierra. Inyo County was subjected to a twenty percent stocking level reduction in 1991-92, and we are concerned that further cutbacks will damage the County's reputation as a great fishery, thereby inhibiting the recovery of our tourist based economy. Inyo County is requesting your Board's support in opposing further reductions and the maintaining of current stocking levels. We encourage you to take a positive stand to protect the viable resources of California and your County, and urge your Board to adopt a similar resolution to be forwarded to the Department of Fish & Game. Gracey, Chairma Inyo County Board of Supervisors RG:pg Enclosures RESOLUTION 94-10 OF INYO COUNTY BOARD OF SUPERVISORS OPPOSING DEPARTMENT OF FISH AND GAME PROPOSED TWENTY PERCENT REDUCTION IN CATCHABLE TROUT TO BE PLANTED IN THE EASTERN SIERRA WHEREAS, Inyo County is a tourism based economy that depends heavily on the angler trade to sustain its economy, and any change to the standard of fishing being offered would adversely effect the businesses of Inyo County, such as motels, restaurants, gas stations, retail stores, and the campgrounds both privately operated and those operated by the County of Inyo; and WHEREAS, the Department of Fish & Game produces its revenue from the sales of fishing licenses, and a 1988 study released by Chico State University states that over 40%of all fishing in the State of California was in the Eastern Sierras and Southern California. Further, the Department of Fish & Game figures indicate that there has been a decrease of 1,200,000 fishing licenses sold in the past 10 years; and WHEREAS, the Department of Fish& Game is proposing a Twenty percent reduction in catchable fish to be planted in Inyo County; and WHEREAS,Inyo County stocking levels were already reduced in excess of Twenty percent in 1991-1992,while stocking levels throughout the rest of the state virtually remained the same; and WHEREAS, another Twenty percent reduction would result in a Forty percent decrease in stocking levels of catchable fish for Inyo County; and WHEREAS, catchable size trout are the main source of fish caught in the Eastern Sierras, and any further reduction.to_the number of fish planted in Inyo County-could cause a further decrease in the number of-- fishing f--fishing licenses-sold-in the Eastern-Sierras; thereby further•eroding Fish and Game revenues; and WHEREAS, a primary purpose of the Department of Fish and Game is to serve the angler and enhance and protect the resources; and NOW THEREFORE BE IT RESOLVED,that the Board of Supervisors for the County of Inyo strongly supports no further reduction, and recommends maintaining 1992-1993 stocking levels for Inyo County; and further urges the Department of Fish & Game to preserve current funding levels for the hatchery program so that stocking levels will be maintained and improved, thereby preserving the goals of the Department of Fish & Game to serve, enhance and protect.
