Fish & Game proposed reductions in the stocking level of fish
and to support the maintenance of current stocking levels.

are seriously concerned about the fact . that
the flood control pr.oject .on the two creeks is
underfunded ,by: $800,000, This funding
shortfall . puts the project's .completion. in
question..
You will recall that the project began in
1982 when property owners within the flood
plain agreed to liens of approximately $2000
per acre. These monies made up the local .
share that .was necessary tc,' .have "in hand"
before the Federal and .State governments would
sign on to the project.
In regard to liens against their.
property, the project to which property owners
consented was a basic plan that provided
for flood protection only. Along the way,
environmental groups intervened to the extent
that the entire .funding for the. project• was
placed in .je.opardy unless their demands were
met.
The shortfall in funding that exists now
is entirely the responsibility of these
groups. . Their rhetoric that promised funding
for. ,the environmental enhancements has not
coo materialized..and the property owners are left
C holding the bag_. It is not a popular
position.

Our concern is that the 100 year flood protection
that the plan must afford is not possible until the
project is extended upstream of the Atchison, Topeka and
Santa Fe R.R right of way.
We would respectfully suggest that since most
of the land in question is included within a county
Redevelopment project area, and since adequate
development cannot proceed without adequate flood
protection, that it would be appropriate for the
Redevelopment Agency to absorb $400,000 of the funding
shortfall that currently exists_
In making this request, we support the position of
Mr. Milton Kubicek, Deputy Chief Engineer for CCC Flood
Control and Water Conservation District_
