Martinez, Executive Director DATE: March 1, 1994 SUBJECT: COMPREHENSIVE GRANT PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3701 Approving Comprehensive Plan or Annual Statement and AUTHORIZE submission of a Comprehensive Grant Program (CGP) application, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Approval of the Comprehensive° Grant Program application by HUD will result in the award of approximately $2.8 million funding during 1994 for public housing modernization activities. III. REASONS FOR RECOMMENDATION/BACKGROUND; A requirement of the U. S. Department of Housing and Urban Development's (HOD) Comprehensive Grant Program (CGP) , which replaces the Comprehensive Improvement Assistance Program (CIAP) , is that a resolution must be adopted certifying that the Housing Authority will comply with certain' Federal procedural and program provisions in administering the grant. The purpose of this resolution and the application for CGP funding is to continue the modernization of. public housing stock in Contra Costa County. The CGP program provides modernization funding on a formula basis and the approximate amount of funding the Housing Authority will receive for federal fiscal year 1994 is $2.8 million.. At its regular meeting on Monday, February 14, 1994, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3701 and submission of a Comprehensive Grant Program application to HUD. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve Resolution No. 3701, the Housing Authority would be unable to submit a Comprehensive Grant Program application and would forfeit approximately $2.8 million in funding during 1993 for public housing modernization activities. Under the Comprehensive Grant Program (CGP), the Authority anticipates receiving a total of $13.6 million during the five-year planning period. Of that amount, 10%, or $1.36 million, may be spent for management improvements and 7%, or $955,000, may be spent for administration. Based on these figures, the Authority should receive $2.7 million annually including up to $272,900 for management improvements and up to $191,000 for administration. Over the last ten years the Authority has been aggressively and comprehensively modernizing each of its family developments. The Authority expects to continue following the same general 5-year Comprehensive Plan for Modernization, established under the Comprehensive Improvement Assistance Program (CLAP). Under this plan, the Authority will finish comprehensive modernization of all of its family developments first and then work on its senior developments. To provide additional flexibility for proper administration of the CGP rant the Authority is P tY P P grant, tY submitting a two-year Annual Submission, for FFY 1994 and FFY 1995. This will allow the Housing Authority to set priorities and expedite work items from a two-year approval list. I. PHYSICAL IMPROVEMENTS Current Activity: Comprehensive modernization of Bridgemont (CA011003), a 36-unit family development in Antioch, is now 75% complete; this work is funded through the last phase of the CIAP. The Authority is just starting the comprehensive modernization of Los Arboles (CA011008), a 30-unit family development in Oakley; this work is funded through the Comprehensive Grant Program. Planning: The Housing Authority has made revisions to its existing Comprehensive Grants 701 and 702 (budget revisions have been submitted to HUD for approval) and Five Year budget primarily because of the need to include two significant work items that were previously unbudgeted: 1) lead abatement costs at the Las Deltas Developments (CA011006, 9A/9B) in North Richmond and 2) handicapped remodeling of additional units at Bayo Vista (CA011010) in Rodeo. These improvements are mandated by HUD to receive highest priority. For several years, the Authority has conducted an extensive program of testing, abatement and education regarding lead based paint hazards. All of the family developments except Las Deltas in North Richmond, have been tested for lead and abated (or are currently being abated) for lead paint hazards. However, in 1993, the Housing Authority conducted testing for lead based paint at the Las Deltas Developments (CA011006, CA011009A & CA011009B) and discovered lead above the HUD thresholds on several interior and exterior building components at CA011006, a 76-unit development. Lead based paint was also found on exterior building components in the 150 unit CA011009A and CA011009B developments. All residential buildings in these developments will require some abatement. Further, to meet the needs identified in our 504 Transition Plan and Needs Assessment, it is necessary to remodel six (6) additional units at our 250 unit family development, Bayo Vista ' (CA011010) in Rodeo. -25- Inclusion of the lead abatement costs for Las Deltas and the costs for additional handicapped units at Bayo Vista in the current CGP budgets have required that some other work items be deferred to future years. Most notable is the scheduled comprehensive modernization of Casa de Serena (CA011013) in West Pittsburg. The comprehensive modernization of this seniors development was scheduled under CGP 702 (Program Year 1993) and is now budgeted under Program Year 1994. 1 We have, however, retained some needed handicapped accessibility work and dwelling unit work for this development under our 1993 budget. We expect that the Authority will use approximately $1.0 million of the $2.7 million available in the CGP Program Year 1994 to begin the modernization of Casa de Serena in West Pittsburg; this is a 50-unit senior complex and will be the first senior development to be comprehensively modernized. Besides the work in West Pittsburg, the Authority will continue work throughout its 14 developments upgrading site facilities, non-dwelling buildings, and dwellings. Some Section 504 (handicapped accessibility) work is also budgeted. II. MANAGEMENT AND ADMINISTRATIVE IMPROVEMENTS Over the next five years, the Authority expects to use the $2.3 million available for management and administrative improvements to continue to improve our management and administrative capabilities. For CGP Program Year 1994, of the $272,900 earmarked for management improvements, 68% will be used to provide security guards and Deputy Sheriffs. This will provide the flexibility to address specific security situations, as needed, at each development. Funds are also allocated to provide a Contract Specialist/Services Coordinator to prepare agency policy and iprocedures, write grant proposals to fund special projects, and coordinate community services available to residents. In 1995 the Housing Authority plans to expand services under the Family Self-Sufficiency Program to public housing residents and will hire a part time coordinator. In order to,more efficiently process the administrative and accounting workload, upgrades to the computer system and phone system are also planned. For the remaining years, the Authority plans to use most of its management and administrative funding for purposes similar to the first year of this five year plan. III. SECTION 504 COMPLIANCE The Authority decided that it should incorporate the remodeling of units to meet Section 504 requirements into the Comprehensive Plan for Modernization that it has followed for the last eight years. Consequently, a minimum of 5% of the units have been remodeled as part of the Authority's comprehensive modernization of each family development since 1990. Through CLAP and CGP, the 5% requirement has been met, or will be met within the next six months, for Los Nogales (CA011004), Bridgemont (CA011004), Los Medanos (CA011002) and El Pueblo (CA011005) and Alhambra Terrace (CA011001). The 5% requirement for the Las Deltas developments (CA011006,09A, & 09B) is budgeted under the CGP and will be done concurrently with the lead abatement work. IV. ADDITIONAL NEEDS Accrual of additional needs during the five-year period may cause some shifting of the priorities as 1 the Authority updates its five-year Action Plan each year and may result in additional unfunded need at the end of the period. Urgent repair needs which occur during the five-year period will be factored into the annual update of the Action Plan. Emergency work will be done immediately. ' Under, this five-year Action Plan, most of the developments will be brought up to the modernization and energy conservation standards. -26- COMPREHENSIVE GRANT PROGRAM DEVELOPMENTS WITH COMPREHENSIVE MODERNIZATION IN PROGRESS HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA The Housing Authority of the County of Contra Costa is currently working on two developments using C.I.A.P. and Comprehensive Grant Program funds. These two family developments are listed below: Development Name, Location # Units Year Built CA011003 Bridgemont, Antioch 36 1942 CA011008 Los Arboles, Oakley 30 1961 The Bridgemont development was built in 1942 and is similar in design to several of our other development of similar vintage. The units are in single-story duplexes of wood frame stucco construction. Although they are now over fifty years old, they have been consistently maintained and are still structurally sound. Extensive lead was found at this development and full abatement of lead paint components is being completed concurrently with the modernization work. Los Arboles was built in 1961 and, although newer than the Bridgemont development, presented significant design problems to modernize effectively. The kitchens required much more extensive remodeling and the roofing was in need of immediate replacement. This modernization project ' has just started and is expected to be completed in ten (10) months. As with Bridgemont, the site layout for these single story duplex buildings provides adequate on-site open space. 1. Bridgemont Family Development, Antioch, CA - CA011003 This development is being comprehensively modernized through CLAP 913. Box 2759 • Martinez,California 94553 Central Administration • (510)372-0791 • FAX(510)372-0236 COMPREHENSIVE GRANT PROGRAM RESIDENT PARTNERSHIP - GENERAL ISSUES & PHA RESPONSE The Housing Authority of the County of Contra Costa fully supports the Department of Housing and Urban Development's position that the success of the Comprehensive Grant Program rests upon the degree to which residents and the community work with the PHA in all aspects of its COMP Grant Program and hold the PHA accountable for the quality of work performed. To this end, the Housing Authority this year has conducted two informational planning meetings with both residents and community leaders. The result of this partnership process has been the continued support of both the residents and the community of the five year modernization. strategy developed by the COMP Grant Planning Committee last year. RESIDENT/COMMUNITY PARTNERSHIP On January 10, 1994, notices were delivered to all public housing residents and notices were mailed to the leadership of local governments. This notice announced the date of the COMP Grant informational/planning meeting to be held on January 13, 1994, and the Public Hearing to be held on February 14, 1994 . A copy of this notice is included at the end of this section. Housing Authority staff met with residents from all of the public housing developments and representatives from local government on January 13, 1994 . At this meeting the COMP Grant process was reviewed and those present were told how the PHA is able to obtain funds to make physical improvements in the public housing developments, and also explained what percent of the funding allocated could be used for management improvements and administrative costs. Staff further explained that there were very specific HUD ruies and regulations on how the funds could be spent by the PHA. The vital role of the residents and the community leadership in the planning process was reviewed and resident priorities were discussed. A copy of the agency's draft Five Year Strategy Statement for 1994-98 was distributed. Staff also requested those present complete and return a Resident Suggestion Form, listing improvements they believe are needed in their particular housing development. i -37- A Public Hearing for the proposed COMP Grant program was held on Monday, February 14, 1994, at 6:00 p.m. , as part of the regularly scheduled monthly Advisory Housing Commission Meeting. The Commission meets in the Housing Authority's administrative office building, which is located centrally in Contra Costa County. This building is near ;public transportation, has ample parking, and is totally accessible for persons with disabilities. The Public Hearing was opened and the draft Five Year Strategy reviewed.. There were guests present, however, no statements or questions were addressed to the Board. The Public Hearing was then closed by the Chairperson. At the end of this section are copies of the minutes from the community meeting and the Advisory Housing Commission minutes of 'the Public Hearing. SUMMARY OF GENERAL ISSUES & PHA RESPONSE During the meeting with public housing residents and community leaders, strategies for improving public housing operations were revisited in areas such as: improvements to the buildings, maintenance, PHA management needs, security issues, and resident services. The general issues of concern were: > Residents. from several developments were concerned about safety issues and felt that more police protection/patroling was needed. > Residents from one senior complex requested the bathtubs be removed and showers installed because of the difficulty seniors have getting in and out of a tub. > Residents at North Richmond want security window guards of some type. > Residents requested improved sidewalks to garbage can areas at one senior development. > The Resident Council at the Housing Authority's largest family complex, Bayo Vista, requested the following: 1. Repair or replace all backyard storage sheds. 2. Improve site lighting. 3. Trim trees and bushes for safety. 4. Remodel all bathrooms. 5. Paint interiors of all units. 6. Replace all floor tiles. 7. Install new doors and hardware in every unit. > The Las Deltas Mothers Club requested the rennovation of the playground near the on-site recreation center. -38- > Moisture barrier siding was previously installed on some units in, the Alhambra Terrace family complex and residents requested that this be done for all units. > Seniors residing in one bedroom units at Alhambra Terrace requested back yard lighting for safety. > Residents from the Casa Serena senior housing development requested a gate between their complex and the Housing Authority's family complex next door be removed; too much unwanted foot traffic. > Residents at the Hacienda senior complex want an on-site manager to help resolve disagreements among residents. ' > Residents at the Hacienda senior complex want additional cupboards in their kitchens. > Residents at the Hacienda senior complex want additional site lighting for their parking areas. ' The Housing Authority agreed with the overall concerns of the residents and community leaders. Some of the items discussed will be addressed through COMP Grant and others from different funding sources. The Housing Authority reminded residents and community leaders of a few requirements the PHA must address; remodeling some units and field offices so they are totally handicapped accessible and so the offices meet the ADA needs of staff, and completing lead based paint testing and abatement at the Las Deltas family complex. It was felt that the draft Five Year Strategy Statement for 1994-98 met the current needs of the residents and that planning meetings for future funding years could refine the strategy and address new issues as they become apparent. COMP GRANT PLANNING COMMITTEE Networking with the residents of public housing developments and with community leaders, attending a variety of meetings with both groups throughout the year, will enable us to identify significant problems and mutual concerns. We can then work toward resolving the issues, through either the COMP Grant process or other avenues available, and improve both the physical conditions and quality of life in our public housing communities. ' -39- HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Comprehensive Grant Program Resident Participation Meeting ' January 13, 1994 Attendance Housing Authority Staff Bob McEwan, Marge Gladman, Joe Johnson, Susan Smith, and Patricia Pinkston, who translated for ' Spanish speaking residents. Residents from all public housing developments and leaders from local communities and the County were invited to attend. ' The meeting began at 5:00 p.m. , it was held in the Housing Authority Board Room, 3133 Estudillo Street, Martinez, CA. After welcoming the residents and community representatives, Bob McEwan gave a brief overview of the Comprehensive Grant (COMP Grant) Program, explaining that this is the funding source for modernization of the public housing developments. He explained that HUD used a formula to determine how much money each Housing Authority was eligible to receive under the COMP Grant Program. We can expect to receive $2.8 million per year for the next five years under COMP Grant. Mr. McEwan stated that it is extremely important for the residents and community leaders to provide the Housing Authority with specific input on the type of improvements they would like to see at their sites. He explained that the COMP Grant funding from HUD could be used to modernize and improve the physical buildings that form our public housing developments, and a percentage of the funds could also be used for management improvements such as hiring security staff (Sheriff or guards) , improving services for residents, and improvements that would enable the agency to better manage the developments such as ' upgrading office computer equipment. It was explained to the residents that the COMP Grant program has very specific regulations about the types of improvements and services that can be approved under the program. rMr. McEwan also explained that the Housing Authority is following the five year strategy developed with the residents, the County, and involved cities last year. Basically, the Housing Authority is continuing the comprehensive modernization of the family housing developments (just completing Antioch and beginning the last family development to undergo modernization in Oakley) . Then the Housing Authority will begin comprehensive programs at the senior complexes, beginning with Casa Serena in West Pittsburg (Baypoint) . Two very important, HUD required work -40- HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Resident Participation Meeting January 13, 1994 page 2 ' items that the Housing Authority must continue are the lead based paint testing and abatement for 76 units at Las Deltas at an estimated cost of $1 million and remodeling units to create totally handicapped accessible units at each housing development (five more to be rennovated at Bayo Vista to meet HUD requirements) . The majority of the COMP Grant funding in this proposal will go toward the lead based paint work in Las Deltas and remodeling at Casa Serena. Work will not begin until mid-1995. Susan Smith discussed the Housing Authority's proposed adminis- trative improvements which include 2 Deputy Sheriffs for North Richmond, security guards for emergency situations, continuing 1 the services of the Contract Specialist/Services Coordinator, purchasing additional telephone equipment for the hearing impaired, ergonomic office equipment to meet ADA needs, and .some computer upgrades for the public housing offices. ' The residents and community leaders supported the agency's plan to continue with comprehensive modernization and to make needed ' adminstrative improvements. Residents also talked about their priorities and improvements that they would like to see at their individual housing developments. Some of the items discussed are being completed with other Housing Authority funds and some others will be incorporated in future comprehensive modernization programs. Staff distributed resident comment forms and also asked residents ' to take forms to their neighbors for completion. All forms may be turned in to the local--housing offices and Housing Managers will forward them to Housing Operations. Mr. Martinez announced that Consent Item 94-102 was being pulled from the Agenda pending resolution of appeals by several bidders. The Black Employees' Association of Contra Costa County will be holding its second annual Black History Month Fellowship Luncheon on February 18, 1994 at 12 o'clock sharp at the George Gordon Training Institute. Determination Items 1 94-015 - Response to Letter from Reverend Curtis Timmons Regarding Term Limits for Advisory Housing_Commission Members After considerable discussion surrounding the appropriate response to the letter from the Reverend Timmons, Commissioner Lujan moved to direct staff to respond to the Reverend Timmons letter pointing out his option to pursue this inquiry with the Board of Supervisors, the appointing authority, as this is not within the jurisdiction of the Advisory Housing Commission. The motion was seconded by Commissioner Latimer and was passed by unanimous vote of the members present. Information Items 94-016 - Commissioner Brown congratulated the staff of the Housing Authority on the fine work that is being done in order to obtain a 95.71% total weighted Public Housing Management Assessment Program score. Mr. Martinez said that Patti Cross, Bob ' McEwan and Susan Smith really worked with him to obtain this level of performance. This is not something that an individual does alone and we acknowledge the support from both the Advisory Housing Commission and the Board of Commissioners which allows 'us to keep moving forward and applying for new.HUD programs. Board Communications ' Commissioner Latimer reported that the Bi-Chapter NAHRO Winter Conference in Monterey, January 29-31, 1994 was very well attended and was a very well planned meeting. The basic concept of the meeting was empowerment of the community, the ' empowerment of the people We need to expand on this and take back not just the projects, but the entire community. In order to find a balance in crime, we need to go out as a group. We can't do the job unless people know we are there; we need to let the tenants know we are behind them. The maintenance workshop that Richard gave was really good and well represented. Mr. Martinez reported that housing authorities and HUD are putting together a working group on maintenance, which is the beginning of a renewed partnership between housing authorities and HUD. Secretary Cisneros is pushing his message of collaboration and partnership. HUD and the housing authorities are having a series of meetings with working groups to build strategies. Commissioner Medina reported that the Bi-Chapter NAHRO meeting in Monterey wasn't just for housing authority staff, but for commissioners too, and the youth program was excellent. She brought .back lots of brochures and information to share with the other Advisory Housing Commission members. 1Mr. Martinez reported that the workshop he found most enlightening and frightening was the workshop on violence in the work place. The speaker outlined some early signs of violence in the work place. We will share this information with staff and will begin to look at what we can do about violence in the work place. 1 Chairperson Bautista asked whether there were any new develoments with the security at E1 Pueblo. Mr. Martinez stated that the police were still there and have been very responsive. Chief Casey has publicly declared his intention to commit resources to E1 Pueblo. Commissioner Latimer requested that a letter should be forwarded to Chief Casey congratulating him on his appointment and thanking him for his work with the Housing Authority.
