BRAGDON DIRECTOR OF COMMUNITY DEVELOPMENT DATE: FEBRUARY 8, 1994 SUBJECT: AUTHORIZATION FOR A GENERAL PLAN AMENDMENT STUDY - MISSION BAIT SHOP - OAKLEY AREA SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Authorize a General Plan Amendment study for the Marglon/Thayer property (APN: 03',2-040-048/3 .4 acres) from Agricultural Lands to Commercial. The ',property is located at the southeast corner of the East Cypress ,Road/Knightsen Avenue intersection in the east Oakley area. FISCAL IMPACT: The applicant will pay a general plan amendment fee. BACKGROUND/REASONS FOR RECOMMENDATIONS: The subject property supports an existing retail use which has been in existence as a, retail use since 1939. Since that time the nature of the retail business has changed, but has never lost its primary function as a local-serving retail store. The property owners wish to change the general plan designation to Commercial, so that other commerical uses could be accommodated in the future. Given the amount of planned new development and pending residential development applications in the immediate area (Lesher Keys, Cypress Lakes, South River) the request to con der the proposed land use' change seems appropriate.
