SUBJECT: Approval of Contract Amendment Agreement #24-668-1 with
Amalia Gonzalez Del Valle
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the. County, Contract
Amendment Agreement #24-668-1 with Amalia Gonzalez Del Valle,
effective January 1, 1994 , . to amend Standard Contract #24-668
(effective March 29, 1993 through March 31,1,1994) , to increase the
Contract Payment Limit by $13 , 404 , from $50, 585, to a new total
Contract Payment Limit of $63 , 989 for additional services with regard
to the Department's "Partnership for a Drug Free Contra Costa County"
Center for Substance Abuse (CSAP) Prevention Federal -Grant Project.
II. FINANCIAL IMPACT:
This Contract is funded under a Grant Award from the U.S. Department
of Health and Human Services CSAP for the "Partnership for a Drug Free
Contra Costa County" Project. No County match is required.
III. REASONS FOR RECOMMENDATIONSIBACRGROUND•,
"Partnership for a Drug Free Contra Costa County" was funded by CSAP
(formerly: Office of Substance Abuse Prevention) for a five-year
period through September 29, 1995 . On May 4, 1993 , your Board
approved Standard Contract #24-668 with Amalia Gonzalez Del Valle to
direct and implement the Grant activities.
Approval of Contract Amendment Agreement #24-668-1 will allow the
Contractor to expand her activities and to provide additional hours of
service.

AMENDMENT SPECIFICATIONS

In consideration for Contractor's willingness to provide additional services under the
Contract identified herein, County agrees to increase the Contract Payment Limit. County and
Contractor agree therefore to amend said Contract as set forth below while all other parts
of the Contract remain unchanged and in full force and effect.
1. Modification of Subject. The Subject specified in Paragraph 1. (Contract
Identification) is hereby modified to read as follows:
"Subject: Direct and implement grant activities for County's "Partnership for a Drug
Free Contra Costa County" Center for Substance Abuse Prevention (CSAP)
Community Partnership Demonstration Grant. "
2. Payment Limit Increase. The Contract Payment Limit set forth in Paragraph 4. (Payment
Limit) is hereby increased by $13,404, from $50,585, to a new total Contract Payment Limit
of $63 ,989.
3. Amendment of Payment Provisions. Payment Provisions Paragraph 1. (Payment Amounts) ,
subparagraph d. is hereby deleted and replaced with the following new paragraph:
"[X] d. . (1) For the period from March 29, 1993 through December 31, 1993:
(a) 26.38 per hour, not to exceed a total of 1.611 hours of service
and a total payment of $42,499; and
(b) County shall also reimburse Contractor for the reasonable cost of
allowable expenses actually incurred in the provision of services
hereunder for needed supplies and for daily use of a private
automobile following arrival at the work site at the rate of 28
cents per mile, but not to exceed a total of $1.200 for such
allowable expenses.
(2) For the period from January 1, 1994 through March 31, 1994:
(a) 30.00 per hour, not to exceed a total of 600 hours of service
and a total payment of $18,000; and
(b) County shall also reimburse Contractor for the reasonable cost of
allowable expenses actually incurred in the provision of services
hereunder for needed supplies and for daily use of a private
automobile following arrival at the work site at the rate of 28
cents per mile, but not to exceed a total of $600 for such allowable
expenses.
(3) In addition, during the entire term of this Contract, County shall also
reimburse Contractor for the reasonable cost of allowable expenses
actually incurred while attending training seminars and conferences on
behalf of the County, approved in advance by County's Substance Abuse

Division Director, including airfare, rental car, meals and lodging, but
not to exceed a total of $1,690 for such allowable expenses. "
4. Additional Services. In addition to the services specified in Service Plan Paragraph
2. (Service Specifications) , subparagraphs a. - m. , Contract shall provide the additional
services set forth in the new subparagraphs n. - r. set forth below:
"n. Prepare, coordinate, and monitor the Substance Abuse Division Prevention
Services, including supervision of the Prevention Services Coordinator and the Law
Enforcement Specialist.
o. Prepare, coordinate, and monitor the following Substance Abuse Division
Prevention Projects: the Drug and Alcohol Problem Indicator Index and Data Map Projects, the
Treatment Programs, Retention Studies, and the Action Plan Focus Group Recruitment Project.
P. Provide technical assistance and staffing to the Substance Abuse Advisory Board.
q. Participate in the Substance Abuse Management Team and assist the Substance Abuse
Director in the implementation of the Division's policies and procedures.
r. Monitor and supervise the County's "Tobacco 2000: Incorporating Tobacco Cessation
into Drug and Alcohol Prevention and Treatment" Center for Substance Abuse Prevention
(CSAP)Conference Demonstration Grant. "
