11. Financial Impact:
None. The funds were invested in the past. They are being acknowledged at this time to
document the Road Fund's investment in these properties.
111. Reasons for Recommendations and Background:
In December 1993, the California State Controller's Office conducted a financial-related audit to
include a financial and compliance opinion on the Road Fund. As a result of the audit the State
requires that the County formally (by Board Action) acknowledge the amount of Road Funds
which were used to purchase or improve County-owned (non-direct road use) properties. For
the Blum Road' corp. yard, funds were used to pay one-third of the purchase price of the
property. For the 255 Glacier Drive building, funds were used for capital improvements,
including an addition to the building. Since the Road Fund does not share title on these
properties, this Board Order is being used to document the Road Fund's interest in the
properties. The Road Fund investment in these properties is a proper use of road funds
because of the amount of road related activities which are based at these sites.
