Spooner, Contracts Administrator Costa DATE: February 10, 1994 County SUBJECT: Amend January 18, 1994 Board Order for Grant Application #28-508-3 to the California Integrated Waste Management Board for Household Hazardous Waste Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Amend the Order which the Board of Supervisors approved on January 18, 1994 (Subject: Approve Submission of Grant Application #28-508-3 to the CIWMB for the Household Hazardous Waste Program) to: A. Approve and authorize the County's Health Officer (William Walker, M.D.) to submit on behalf of the County, Grant Application #28-508-3 to the CIWMB, not to exceed $116,710, for the period from July 1, 1992 through June 30, 1993, for the Household Hazardous Waste Program; and B. Authorize the County's Health Officer (William Walker, M.D.) to execute, on behalf of the County, any subsequent Standard Agreement(s) and Amendment(s) thereto, for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. This Board Order is being amended pursuant to instructions from the CIWMB. II. FINANCIAL IMPACT: CIWMB approval of this Board Order will result in $116,710 of non-discretionary grant funding to reimburse the Department for public education activities which it conducted during the period from July 1, 1992 through June 30, 1993. No additional County funds are required. III. REASONS FOR RECOMMENDATIONSLBACKGROUND: The CIWMB annually awards non-discretionary grants to reimburse counties for the cost of household hazardous waste programs which they implemented in the fiscal year prior to the grant application. This is the third year that the Department has applied for these reimbursement grant funds and subsequent to your Board's approval of a standard Board Order for submission of 'a grant application, the Department received new instructions from CIWMB for submission of this grant application. CIWMB's new procedure requires identification of a specific individual, and that individual's title, who is authorized to submit the Grant Application #28-508-3 and to execute, on behalf of the County, any subsequent agreement(s) and/or amendment(s) in order to award the current reimbursement grant. Therefore, the Department is requesting that William Walker, M.D. , the County Health Officer be authorized to execute the appropriate documents on behalf of the County.
