BACKGROUND/REASONS FOR RECOMMENDATIONS Contra Costa receives federal Emergency Shelter Grant(ESG) funds on an entitlement basis. The County's FY 1994 grant allocation is $111,000. These funds may be used for the rehabilitation or conversion of buildings for use as emergency shelters for the homeless, for the payment of certain operating and social service expenses in connection with emergency shelters for the homeless, and for homeless prevention activities. In order to receive ESG funds, the County must submit an application and required certifications to HUD no later than March 7, 1994. The County's application must describe specific projects and activities to be funded with ESG resources. The Community Development Department is responsible for administering the ESG funds for the County. A competitive application process was initiated February 1, 1994. A Request for Proposals (RFP)was sent to 24 public agencies and nonprofit housing and homeless service providers currently active in Contra Costa County. The Department received 8 applications requesting a total of $256,592 in ESG funds. Attachment A contains a brief summary of applications received. Projects were evaluated and funding recommendations developed using the following criteria: • Consistency with homeless shelter and service priorities identified in the County's Comprehensive Housing Affordability Strategy (CHAS),- 0 CHAS);• Eligibility under federal regulations; • Alleviation of homeless housing needs; • Degree to which the project serves the target population; • Project feasibility and cost-effectiveness in meeting homeless service and shelter needs; • Proposed matching funds and ability of the project to leverage other resources; • Experience of applicant in shelter operations and provision of services to homeless populations; and • Project readiness.
