AMEND the Board Order "dated January 4, 1994 making appointments to various board committees, special county committees and regional organizations to clarify that the following reflects the Board of Supervisors ' intention regarding appointments to the Contra Costa Transportation Authority, effective February 1, . 1994 : Seat #1 : (term running from February 1, 1994 - January 31, 1996) MEMBER: Supervisor Gayle Bishop ALTERNATE: Supervisor Jeff Smith (through January 31, 1995) Seat #2 : (term running from February 1, , 1993 - January 31, 1995) MEMBER: Supervisor Tom Torlakson ALTERNATE: Supervisor Jeff Smith 2 . DIRECT the County Administrator to forward these appointments to the Contra Costa Transportation Authority. BACKGROUND: The Board of Supervisors has received the attached letter from the Contra Costa Transportation Authority (CCTA) requesting that the Board make its appointments to the Board' s two seats on the Authority, as well as designating alternates for each seat. The Board Order adopted on January 4, 1994 does not match the terms of office for the Board' s two seats as outlined by the Authority. In consultation with the Chairman, Supervisor Powers, we have attempted to clarify and reconcile the Board's intentions with the terms of office as specified by the Authority. According to the CCTA, the Board of Supervisors has two seats . Seat #1 has previously been occupied by Supervisor McPeak, with a term expiring January 31, 1994, and Seat #2 has been occupied by Supervisor Torlakson, with a term expiring January 31, 1995 . Supervisor Smith is shown as the alternate for both seats . It appears that the Board clearly intended that Supervisor Bishop be appointed to fill out the balance of Supervisor McPeak' s term, which according to the CCTA ended January 31, 1994 . It also appears that: the Board intended to reappoint Supervisor Bishop to a full two-year term of this seat, which would run until January 31, 1996 . It also appears that the Board intended that the term of office for the alternate for Seat #1 be split, with Supervisor Smith continuing to serve as alternate for the first year and Supervisor Torlakson then taking over for the second year of the term. This would mean that Supervisor Smith would be appointed to serve from February 1, 1994 through January 31, 1995 and that Supervisor Torlakson would serve from February 1, 1995 through January 31, 1996 . For Seat #2 „ it seems to clearly be the intent of the Board that Supervisor Torlakson . continue to serve out his term, through January 31, 1995 . It appears that the Board intends that Supervisor Smith continue to also serve as the alternate to Seat #2 for the balance of Supervisor Torlakson' s term, ending January 31, 1995 . It then appears to be the Board' s intent that Supervisor Smith be appointed to a full two-year term on Seat #2, for a term running from February 1, 1995 through January 31, 1997 . Supervisor Torlakson, who would have completed his term on Seat #2 on January 31, 1995, would become the alternate for Seat #2, effective February 1, 1995 . It is recommended that the above clarification be forwarded to the CCTA, assuming it is consistent with the Board' s intentions . ' On March 1, 1994, the Board of Supervisors adopted the enclosed Board Order on this subject. To summarize, the Board has reappointed Supervisor Gayle Bishop to a two year term, which we understand will end January 31, 1996 . Supervisor Jeff Smith has also been reappointed as the alternate to Supervisor Bishop, but only through January 31, 1995, since it is currently our intent to appoint Supervisor Smith to the seat currently held by Supervisor, Tom . Torlakson when Supervisor Torlakson's term expires on January 31, 1995. Supervisor Jeff Smith also continues as the alternate to Supervisor Torlakson, through January 31, 1995. McCleary ballot, it was decided that Authority members would be appointed for terms of Executive Director two years. Each sub-regional committee and the County has two appointments, staggered to end in alternate years. The County's 1992 two year term expires January, 31, 1994. For your agency, the term of Commissioner Gayle Bishop, who replaced Sunne Wright McPeak in December 1993, is expiring. A.representative needs.to be designated for this position for the two year period from February 1, 1994 through January-31, 1996. You need to either reappoint or replace this Commissioner as your representative to the Authority. The alternate(s) to this Commissioner must also be reappointed or replaced. A complete list of all current appointees, their terms and alternates is attached for your information. Please notify the Authority in writing of your appointment to the Authority and the alternate(s). We would also appreciate it if you would provide us with their mailing addresses and phone numbers for our records. If any changes occur during the two-year terms, please advise us in writing.
