SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project, and DETERMINE that the project is a California Environmental Quality Act Class 4(h), Section 15304 Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financiallmpact: No General Fund impact. The estimated project cost is $150,000 for the Hap Magee Park Bicycle Lane/Signal project, which will be funded by Transportation Development Act (TDA) funds (100%). III. The Class II bicycle lanes will connect the Iron Horse Trail to newly constructed Hap Magee Park. It is also a segment in the Las Trampas to Mt. Diablo Regional Trail. The project has been determined to be in compliance with the General Plan and is exempt from CEQA as a Categorical Exemption, Class 4(h), Section 15304 because it involves minor alterations to public lands to create bicycle lanes in existing right of way. A signal will be installed and a crosswalk striped at Danville Boulevard, just east of the neighborhood. Subject project is located in a residential neighborhood of Danville in south county. The proposed bike lanes, signal, and crosswalk will provide safe access to Hap Magee Park which is located across Danville Boulevard, just east of the neighborhood. This project is exempt from CEOA as a: Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _ Declared Emergency (Sec. 15269(a)) _ General Rule of Applicability (Section 15061(b)(3)) Emergency Project (Sec. 15269(b) or (c)) xx Categorical Exemption, Class 4h Section 15304 The project will not have a significant effect on the environment. The proposed striping of the Class II bike lanes and installation of a signal and crosswalk will involve a minor alteration to existing land conditions but will not impact any scenic resources. All work will be done within the existing right of way. Completion of this project will provide an important link between the Iron Horse Trail and the Hap Magee Park facilities, thereby enhancing recreational opportunities for bicyclists, pedestrians, and equestrians.
