SPECIFIC REQUEST(S) OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project and DETERMINE that the project is a California Environmental Quality Act Class 1(c), Section 15301 Categorical Exemption. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. Il. Financial Impact: No General Fund impact. The estimated project cost is $150,000 for the Cummings Skyway Drainage Improvement Project. The Public Works Department has applied for funding from the Hazard Mitigation Grant Program administered by the California State Office of Emergency Services. 111. Reasons for Recommendations and Background: The Cummings Skyway Drainage Improvement Project includes the repair and installation of roadside drainage facilities, along Cummings Skyway between Interstate 80 and Highway 4. Reasons for Recommendations and Background: (Cont.) The repairs and replacement of existing drainage facilities and installation of new ones are needed to mitigate the impact of future storms or series of storms such as those that occurred in 1993. Much of the existing drainage system is inadequate and in need to repair from damages incurred or originating from the 1993 California Winter storms. During the heavy rainstorms that occurred in January 1993, the existing drainage facilities at the top of the road cut slopes spilt over and caused mud slides and severe erosion of the roadway cut slopes. The ensuing mud and debris flowed onto the roadway, creating a traffic hazard. Also, inadequate storm drain facilities adjacent to the roadway embankment caused storm water runoff to spill over the embankment edges. This has caused severe erosion of the road embankment slopes and on private properties below. Stormwater flows are also responsible for severe siltation of the downhill drainage system of collector ditches and culverts. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it involves minor drainage alterations to an existing facility no expansion of use, per Section 15301 Class 1(c) of the CEQA guidelines. Project Description, Common Name (if any) and Location: CUMMINGS SKYWAY IMPROVEMENTS, County File #CP 94-11: The project consists of minor drainage alterations which will tie into the existing system along Cummings Skyway. Repairs or installation are required of culverts, down drains, concrete lined- ditches, and roadside drainage. Subject project is located in an unincorporated area of northern Contra Costa County between the cities of Martinez and Crockett. This project is exempt from CEOA as a: Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _ Declared Emergency (Sec. 15269(a)) — General Rule of Applicability(Section 15061(b)(3)) Emergency Project (Sec. 15269(b) or (c)) xx Categorical Exemption, Class 1c Section The project will not have a significant effect on the environment. The repair and maintenance of Cummings Skyway, requires minor alterations to culverts, down drains, concrete lined ditches, and roadside drainage. The repairs will not result in the removal of any trees, but some coyote brush bushes may be removed, which does not represent a significant scenic resource. No expansion of use will occur as a result of the repairs and all work will be performed within the existing right-of-way.
