SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOrfflEMATIONS:
1 . Accept report from Fire Chief on Status of the Fire
Service Wildland Fire and High Hazard Protection Campaign
as proposed.
2 . Acknowledge the Fire Service efforts to partner with the
citizens and communities to mitigate the fire danger that
exists in the urban/wildland interface area.
3 . Acknowledge the progress made in the Wildland Fire and
High Hazard Protection Campaign.
REASON FOR RECOMTENDATION ACKGROUND:
Wildfires throughout the State and in the East Bay area have
been respohsible for the lose of life and the destruction of
homes and property. As people and homes intermix with the
highly flammable vegetation of the hillside area, the danger
of fire increases.
In recognition of the upcoming fire and weed abatement
season, the Fire Service is expanding the Wildland Fire and
High Hazard Protection Campaign to encompass several elements
which are outlinecl in the attached Goal and Objectives.

WILDLAND FIRE AND HIGH HAZARD
PROTECTION CAMPAIGN 1994
GOAL:
To reduce the incidents of fire and minimize the destruction of property
and loss of life should fire occur.
OBJECTIVES•
Inform the public about the fire danger that exists within the intermix
area.
Provide the public with information on how to minimize the risks
associated with fire and ways citizens can partner with the Fire Service
to protect homes and property.
Begin the annual Exterior Hazard Control Program including weed
abatement surveys, - self-abatement notices, and contractor abatement.
Enhance fire suppression capabilities. Formalize fire protection
agreements with allied emergency responders.
Advocate- grazing as a practical and economical means for hazard
reduction.
The following outline identifies tasks and completion dates necessary to
meet campaign objectives:

Participation in East Bay Fire Chiefs Consortium to develop 1993
fire prevention, protection, and training plan.
Develop prescribed burn plans for Alhambra Valley (Simas September 1
Valley) . 1993
Develop prescribed burn plans for Mt. Diablo State Park. January 1
Begin process of identifying high fire severity zones in January 1
cooperation with the California Department of Forestry. .
Renewed participation in fire protection element of the January 1
East Bay MUD Water Shed Master Plan. `^

Develop goals and objectives for Wildland Fire and High February 3
Hazard Protection Campaign for Spring and Summer.
Increase emergency response to wildland intermix areas by February 15
adding a water tender.
Finalize (Threat Zone MOU' s) between California Department February 20
of Forestry (CDF) and responsible fire districts.
Contact Reel to Reel video to assist with the development February 20
of a video to encourage voluntary abatement.
Relocate Battalion I headquarters to LaMorinda area. February 22
Determine the number and cost of handouts to be distributed. March 1
Provide the public with the ability to check out the March 5
CDF video, "Fire Safe Inside and Out" through local libraries
and through the District..

Identify stations involved in the mail-out process (Stations March 8
15, 16, 17, 42, 43, 44, 45, and 69) .
Identify stations involved in the distribution of pamphlets. March 8
All stations stated in' the task above, plus Stations 2, 3,
4, 5, 7, 11, 13, and 14.
Begin the bid process for the new Fire District Weed March '8
Abatement Contract.
Complete the Development of Educational Pamphlet and door March 15
hanger.
Send pamphlets to printer. March 15
Obtain copies of "Fire- Safe Inside and Out" video from March 16
California Department of Forestry.
Arrange to run "Fire Safe Inside and Out" video on public March 18

Begin Wildland Fire and High Hazard Protection Campaign 1994. April 1

to local governing agencies for adoption.
