impose a temporary two-cent fuel tax for these repairs.

Dear Mr. Torlikson:
I would flike to have the opportunity to dispute the erroneous
information being reported by a handful of residents of Clayton
Regency Mobile Home Park.
Rent: Beginning March 1, 1988, through February 28, 1994, Clayton
Regency has maintained a cap on rent increases of 7% per annum.
Due to the fact that for these 6 years rent increases were based on
a percentage, as opposed to a flat amount, we have next door
neighbors with as much as a $40 difference in what they pay in
rent. In late 1993 a comprehensive study was done to determine the
most equitable way to ensure that all residents paid . an equal
amount of rent. for equal services. Our study included, but was not
limited to, our current and projected costs of doing business, as _
well as comparative rents for the area. We feel it is reasonable
that all residents share the cost of maintaining the park equally
and to that end decided to set the price for all lots throughout
the park, at the same price. The result of this decision is that
some residents' rents had to be increased more than others due to
the fact that they had enjoyed reduced rents over the prior 6 year
period. Clayton Regency has 189 lots, of which 61% will have an
increase in their rent averaging 5%, with an overall average rent
increase park wide of 8 . 3%, as of March 1, 1994 . Following is a
break down: 2 lots were raised 13%; 14 lots were raised 9%; 58
lots were raised 11%; 104 lots were raised 6% and 11 lots were
raised 2%. We feel that this is fair to all of the residents of
Clayton Regency.
Park Condition and Recent Capital Expenditures: I have been
involved with the management of Clayton Regency for 3 years and
have seen a consistent willingness by management to upgrade the
infrastructure and to improve the common facilities. We have gone

to great expense to ensure that our water quality exceeds the
standards of Contra Costa County, the State of California and the
Federal Drinking Water Standards. The data from our reverse
osmosis system is tracked daily to calculate critical performance
parameters by an independent company specializing in municipal and
non-municipal water systems. Their involvement is of a technical
nature relating to the successful ongoing operation of the water
system and support of the on site operations personnel. They
provide an experienced engineer to review data, advise on site
personnel as to the maintenance of proper operational parameters,
review the systems' operation by regular on site inspection, and
provide the on site operator with a 24 hour emergency phone number.
Testing of the drinking water is performed by a State certified
testing laboratory with greater regularity than regulations demand,
the results of which are sent to the Contra Costa County Health
Services Department. For anyone to imply that our drinking water
is not safe is malicious and quite simply not true.
Following is an abbreviated list of major capital expenditures made
in the last few years.
1991 New leach field and septic tanks installed $200, 000
1992 Reverse osmosis system upgraded 60, 000
1992 New pool deck installed 10, 000
1993 New 65, 000 gallon water storage tank installed 70, 000
1993 All streets repaved 100, 000
In the spring of the last 2 years we provided, at a cost of $10, 000
to the company, "clean-up" days. We hoped to encourage people to
take some pride in their homes and responsibility for their yards.
We hired 20 men to fix fences, trim trees and bushes, and haul away
anything the residents wanted disposed of from their yards or
homes. Each year 30 loads, the size of 40 yard dumpsters, are
picked up and disposed of on "clean-up" weekend, in an effort to
help and encourage residents to keep their yards clean and free of
unsightly clutter.
These costs are, of course, in addition to the customary costs of
doing business, including payroll, insurance, taxes, legal costs,
permits, general maintenance, etc.
For any person or group to suggest an unfair profit is being made
is a statement based not on fact, but on a desire to further the
personal goals of certain individuals. We have done everything
possible to work towards making the park a more pleasant place to
live for everyone. For any individuals to make a statement to the
newspaper that "gouging is going on" shows how clearly uninformed
they are. I would ask only that a careful review of the facts, and

consideration of what the motives of certain individuals are, be
considered before important decisions are made or irresponsible,
untrue and damaging statements are made to the public.
