HomeMy WebLinkAboutMINUTES - 03151994 - 1.45 TO: BOARD OF SUPERVISORS :� �, Contra FROM: VAL ALEXEEFF, DIRECTOR-GMEDA _ Costa County DATE: MARCH 15, 1994 SUBJECT: CONTRACT FOR HOME COMPOSTING PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve and Authorize the Director of GMEDA, or his designee, to join with a consortium of cities comprised of Antioch, Concord and Pittsburg to contract with EBC & Associates for Home Composting Workshops; and Authorize the Director of GMEDA or his designee to pay the City of Concord $600. 00 for the purpose of funding the County's share of the Home Composting Program; and Authorize the Director of GMEDA or his designee to expend up to $9, 500. 00 for advertising and the purchase of composting bins and books, for the Home Composting Workshops. Cost of the bins will be reimbursed to the County through sale of bins to workshop participants. FISCAL IMPACT None to the County General Fund. Funding will be provided from the County's share of the AB 939 Tipping Fee and/or the Resource Recovery Fees. BACKGROUND/REASONS FOR RECOMMENDATIONS On September 27, 1993 the Board of Supervisors authorized participation in an East Contra Costa Regional Composting Program with the cities of Antioch, Brentwood, and Pittsburg. Since that time the City of Brentwood has withdrawn from the program. The program consists of several components such as workshops' targeting households, landscapers, and community groups as well as other outreach programs. The first component of the program is the Home Composting Workshops. The program includes 16 workshops to be provided by EBC & Associates; each jurisdiction will have four workshops. The County's four workshops are scheduled to take place in Bay Point, Oakley, and Discovery Bay; the County's share of the Program is $600. The City of Concord, for convenience, will administer the contract with EBC & Associates. In addition to the workshops, one brochure has been developed for use by all four jurisdictions. Each jurisdiction will independently pay for the printing of the brochure, distribution and other community outreach efforts related to the workshops given within the respective jurisdiction. Composting bins will be made available at cost to workshop participants. All workshop participants will receive the booklet "Backyard Composting. " Cost of the booklet to the County is $2 . 00 per book. This price is $4 . 95 below retail cost. 939u:\bo\Home-Com.pst
