SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation: 1) Evaluate whether existing fire district funding is adequate to replace aged and worn out equipment in the West County: Fire Protection District and other Contra Costa County Fire Districts. 2) Conduct a county-wide investigation to ascertain if there is any existing apparatus available to replace aged front line equipment. 3) Investigate whether existing funding is also available to provide much needed urban-wildland interface equipment in high fire zone areas. Background: All front-line apparatus for the West County Fire Protection District is overdue for replacement. This situation exists county-wide and steps need to be taken to plan for the timely replacement of old front line equipment in all county fire districts. See attached memo dated 1-10-94 for explanation on the condition of the front line and reserve apparatus for the West County Fire Protection District. The replacement process has been very slow in the past and we need to determine if funding is available to buy //new equipment. This engine currently has 96,568 miles and is less than 4,000 miles short of the criteria to be replaced. 2) Engine #706 - This is the front-line apparatus for Station #70 on San Pablo Ave. in San Pablo. This apparatus now has 115,153 miles and is now nearly 16,000 miles over the criteria to be replaced. 3) Engine #707 (1973 International) - This is the reserve apparatus for the West County Fire Protection District. This piece of apparatus does not have 100,000 miles, but in terms of time it is over the criteria of 20 years in service. The three pieces of apparatus that are currently being used by the West County Fire Protection District are much in need of being replaced. Is there any other equipment in the county that is available to West County and is there a way to put some funding in the coming fiscal year for a replacement piece of apparatus? It is our belief that the FY 1993-94 budget will allow for one replacement fire engine this year with a second replacement unit the following budget year. Engine 70, a 1978 Mack Fire Englne with 115,153 miles and Reserve Unit (#707) Engine 69, a 1973 International Pumper meet Board of .Supervisors replacement criteria established in 1987 . . The three units mentioned in 'your memo of January 10 continue to be functional with the third unit' in reserve as a back-up for the two front-line fire engines. Additionally, in the event these . units need ,to''be replaced on a short-term basis, there are three State O.E.S. units (E1 Cerrito, Pinole; Orinda) available for use by West. County Fire District at no cost. We have submitted a request to the San Pablo Redevelopment Agency for a $705,000 pass-through to fund replacement apparatus for West County Fire District. We would appreciate your support in our efforts to persuade the San Pablo Red6velopment Agency to pass- through funds for this purpose. There are replacement needs for aging apparatus in the other Fire Districts as 'well, some of which are older and also have high D ileage.
