El Cerrito .94530, urging the .Board to keep all County libraries
open at all costs whether from the general fund, a special tax
or special assessment.

Dear Supervisor Powers:
At the January 11 , 1994, meeting of the West County Fire District Board of
Commissioners, U.P.F.F. representative Russ Greenlaw appeared before the
Commission and staff to express their frustration with the City of Richmond's fire
dispatch system. We share the same frustration.
The frustration stems from the lack of progress with certain promised major
improvements; namely, fire station dispatch printers, mobile automatic status
tracking, adequate radio coverage, as well as written procedures. Several months
ago, Richmond representatives conveyed to our staff and Commission that these
improvements would be in place mid-1993. To date, there is no tangible evidence
to support reasonable progress and, more importantly, adequate emergency
dispatch service for our citizens.
It appears to us that the City of Richmond has not placed the West County area
fire service concerns on a priority basis. There continues to be poor radio
coverage and firefighters complain about not being heard by the fire dispatchers.
In some cases, fire dispatchers are assisting on police dispatch matters and fail to
hear critical radio information from the field, all of which is extremely difficult for
emergency fire commanders.

We also understand that our concerns are shared by Kensington, EI Cerrito and
even Richmond fire personnel. We strongly support our staff and firefighters'
efforts to bring about tangible improvements without further delay.
