Bragdon County of Community Development TACE"�' DATE: February 8, 1994 SUBJECT: CDBG Project Agreement and Loan Documents for Ohio Street Transitional Housing Project SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director, Redevelopment, or his designee to ( 1) execute a Community Development Block Grant (CDBG) Agreement with Rubicon Programs, Inc. , to provide $80,000 in CDBG funds to assist in the acquisition of an existing building for use as transitional housing for previously homeless households . FISCAL IMPACT No General Funds are involved. Resources for this project will come from FY 1993/94 CDBG funds provided to the County through the U.S. Department of Housing and Urban Development (HUD) . In combination with other resources, the County' s CDBG funds will be used to acquire an existing six-unit multifamily residential building located at 534 Ohio Avenue in Richmond. Following rehabilitation, the Ohio Street project will be used to provide transitional housing for previously homeless individuals and families enrolled in programs and support services designed to assist them in achieving an independent living status . Individuals and families will be referred to the Ohio Street Project through County-sponsored emergency homeless shelters, including Brookside Emergency Homeless Shelter and the Central County Emergency Homeless Shelter (North Concord) . Rubicon anticipates serving up to 16 individuals per year at the Ohio Street Project. Total acquisition and rehabilitation costs for this project are currently estimated at $351,500, including $163,000 for site acquisition, and $188,500 for rehabilitation. Sources of funds are: County CDBG $80,000; City of Richmond CDBG $80,000; Local Initiatives Support Corporation $7, 750; HUD McKinney Act Funds $175,750; and Rubicon $8,000 . County CDBG funds will be used for acquisition only. The County funds will be provided in the form of a loan with affordability restrictions . In addition to the above resources, HUD has awarded $650,000 in McKinney Act funds to Rubicon for use in operating the Ohio Street Project and providing support services for residents over a five year period.
