SUBJECT: Award Notices from the State Department of Health Services for
the African-American Infant Health Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Accept two Awards, which total $28, 125, from the State Department of
Health Services for the period from July 1, 1993 through June 30, 1994
for the African-American Infant Health Project.
II.. FINANCIAL IMPACT:
Acceptance of these Awards will increase State funding for the
African-American Infant Health Project by $28, 125, from $84 ,375, to a
new Fiscal Year 1993-94 total of $112 , 500. No County funds are
required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On July 27, 1993 , the Board of Supervisors approved Standard Agreement
28-510-4 with the State Department of Health Services for the African-
American Infant Health Project.
Under this Agreement the State provides funds for case management and
drug/alcohol treatment services for 30 to 60 Black pregnant or
parenting women acid ..their infants. The goal is to reduce Black infant
mortality rates by reducing the numbers of infants with low birth
weights and ensuring healthy pregnancies and healthy babies.
The Health Services Department recently received notice of two Awards
from the State Department of Health Services, granting the Department
additional funding for this project during FY 1993-94 .

BLACK INFANT HEALTH CONTRACTORS
As an agency currently contracting with the Maternal and Child Health Branch (MCH) in
the Department of Health Services, this letter awards your agency extension funds for
the last quarter of this fiscal year, 1993-94. The extension award amount is $18,125 and
will be augmented to your existing MCH Black Infant Health contract. This amendment
will carry project implementation through June 30, 1994.
Please send your revised budget to your Contract Manager no later than
October 22, 1993 at:

SUBJECT: BIH AUGMENTATION
On October 4, 1993, a letter was forwarded to all BIH contractors awarding your agencies an
additional $18,125 to extend contract activities through June 30, 1994. It came to our attention
that this amount may not have been sufficient for many agencies to successfully continue
implementation of the program through fiscal year's end. MCH has reconsidered its original
award amount and will augment that by 'an additional $10,000 to ensure that project
implementation can continue through June 30, 1993.
Please send your revised budget and scope of work to your contract manager no later than
January 21, 1994 at:
