SUBJECT: POLICY FOR ACCELERATED PUBLIC WORKS REVIEW OF SUBDIVISION PLANS AND
MAPS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ADOPT attached policy to provide an accelerated review by the Public Works Department of
subdivision improvement plans and final maps.
II. Financial Impact:
The Board of Supervisors adopted a fee schedule effective February 8, 1993 based on the
concept that a fee charged for a service is to be based on the cost to provide that service. The
additional costs of providing the proposed premium review service (staff overtime, transfers, or
other disruptions) will be compensated by a proposed premium payment determined by adding
a 50 percent mark-up to the established or non premium service fee.
III. Reasons for Recommendations and Background:
The Public Works Department currently reviews subdivision improvement plans and final maps
within the statutory time limits and for a fee established by the February 8, 1993 Fee Schedule.
Review priority is based only on date of submittal. This system treats everyone evenly but
provides little flexibility.
In order to accommodate special requests for an accelerated review it will be necessary for the
Public Works Department to incur additional costs associated with overtime, employee transfers
and disruptions caused by special handling. The premium fee is neces to offset these
additional costs.

The accelerated review guarantees a review time of one half the current average review time.
Projects not utilizing the accelerated review service may experience an increase in their review
times. These increases are expected to be minimal and in no case will they exceed the statutory
limits.
IV. Consequences of Negative Action:
The current system of subdivision plan and map review would continue and the Public Works
Department would not be able to provide an accelerated review service which might allow a
subdivision developer to take advantage of unique or special opportunities which often have
short time frames for action.
PUBLIC WORKS DEPARTMENT POLICY
FOR ACCELERATED REVIEW SERVICE
Effective February 1, 1994 the Contra Costa County Public Works Department will provide
an accelerated review of subdivision improvement plans and final maps upon payment of a
premium review fee under the conditions stated below.
Condition 1. The accelerated review service is available to any subdivision containing at
least 5 lots but not more than 99 lots.
Condition 2. The accelerated review service is applicable only to the review of
improvement plans and/or review of final maps.
Condition 3. The accelerated review service guarantees that improvement plan "first
checks"will be completed within 15 working days and each subsequent check
within 5 working days. Final map "first checks" will be completed within 10
working days and each subsequent check within 5 working days. Working days
will be counted starting the first working day after receipt at the Public Works
Department Office.
Condition 4. The accelerated review service requires a premium payment equal to the fee
amount established by the fee schedule adopted by the Board of Supervisors
plus a mark-up of 50 percent. This premium payment shall be made at time
of submittal of the improvement plans or final map. If the review is not
completed within the guaranteed time, a refund will be made in the amount
of the difference between the premium payment and the fee amount
established by the fee schedule.
Condition 5. The premium payment provides for review of plans and maps up to a cost of
120 percent of the non-premium payment fee as established by the fee
schedule. After 120 percent, the additional fee is based on a per hour basis
per the fee schedule.
Condition 6. The accelerated review service must be requested by letter from the developer
or the developer's engineer acknowledging the premium payment of 150
percent. In addition, a letter from the developer's engineer must certify that
the plans/map are complete and in conformance with the Department's
checklist, the subdivision's tentative map conditions of approval, and the
County Subdivision Ordinance Code. Incomplete submittals.will be returned.
Condition 7. The accelerated review service is being established on a trial basis and will be
available until December 31, 1994.
