HomeMy WebLinkAboutMINUTES - 07131993 - TC.2 7 Contra TO: BOARD OF SUPERVISORS •.�, Costa A^ FROM: TRANSPORTATION COMMITTEE County. r- C �y DATE: JULY 12, 1993 SUBJECT: REPORT ON SECOND AMENDMENT TO CONSULTING SERVICES AGREEMENT WITH DKS ASSOCIATES, ACTION PLAN CONSULTANT FOR EAST CONTRA COSTA COUNTY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize Director of Community Development, acting as the designee of the Board of Supervisors, to execute amendment to Consulting Services Agreement with DKS Associates to increase payment limit from $215,000 to $228,240 and extend term of agreement for services rendered in connection with the preparation of Action Plan for Routes of Regional Significance in Eastern Contra Costa County. FISCAL IMPACT There will be no impact to the County General Fund. The cities of Antioch, Brentwood, Pittsburg and the County have entered into a funding agreement with the Contra Costa Transportation Authority which is providing Measure C funds to support developing an Action Plan for East Contra Costa County. BACKGROUND/REASONS FOR RECOMMENDATIONS On July 1, 1991 Contra Costa County entered into a $215,000 Consulting Services Agreement with DKS Associates to prepare an Action Plan for Routes of Regional Significance in Eastern Contra Costa County. This agreement was authorized by the Board of Supervisors on May 14, 1991, which set the payment limit at $225,000. There has been one administrative amendment to the agreement in April 1992. It was originally anticipated that Action Plan preparation would be an 18 month project. However, this project was delayed by at least one year due to problems in developing computer transportation demand model, which is a critical tool for use in Action Plan preparation. This delay has extended the Action Plan schedule and has impacted the consultant's budget. Funding for the additional $13,240 in services will be provided through the current funding agreement with the Contra Costa Transportation Authority. The Transportation Committee has reviewed this matter and recommends approval. CONSEQUENCES OF NEGATIVE ACTION Should the Board of Supervisors reject this request, preparation of the Action Plan for East County would be significantly delayed. This request covers two tasks: 5) Analyze Model Results and Land Use Inputs, and 14) Project Management. TASK 5 - ANALYZE MODEL RESULTS AND LAND USE INPUTS In early August, we spent considerable resources extracting data from the East County Model to provide easily understood information for use in Task 6 - Prepare Preliminary TSOs. We published a document on August 26, 1992 titled Analysis of Forecast REsults, Work in Progress for discussion by TRANSPLAN TAC. At the end of August, it became clear that Metropolitan Transportation Commission staff would require modifications to the East County Model in order for it to be considered consistent with the MTC model for use on the Congestion Management Plan (CMP). DKS has been working with the CCTA and MTC to make these modifications. MTC issued a letter dated October 28, 1992 finding the CCTA subarea models consistent for use on CMPs. The forecasts from the modifications are significant enough to warrant changing the data presented in our August 26 report. This will require redoing some of the work already done. We anticipate the following efforts would be needed: • Extract new year 2000 and 2010 volumes (A.M., P.M. and daily) for regional routes. • Calculate travel times on links. • Redo and report on results of intersection level of service analysis. • Redo and report on results of link level of service analysis. • Revise graphics Mr. Patrick Roche, AICP November 12, 1992 Page 2 We estimate the cost of this at $6,000.00, representing 80 person hours. TASK 14 - PROJECT MANAGEMENT This project was to have run from July 1991 through November 1992, or 17 months. That time has now elapsed. The schedule is now anticipated to result in the Circulation Draft Action Plan in July 1993, with adoption several months later. It would be reasonable to expect another 12 months of project management expenses. Our original budget was based on about $745 per month of project management time. This would result in an estimated cost of $8,940 in project management over the next 12 months. We currently have about $1,700 remaining in our project management budget, leaving a need for an additional $7,240 for this budget amendment request.
