HomeMy WebLinkAboutMINUTES - 07131993 - S.7 s. 7 TO: BOARD OF SUPERVISORS Contra •.i�TJ L'�• FROM: Supervisor Tom Torlakson Costa July 13, 1993 County DATE: _ REQUEST WATER COMMITTEE TO CONSIDER COUNTY PARTICIPATION IN A SUBJECT: JOINT POWERS AGREEMENT WITH EAST BAY REGIONAL PARK DISTRICT AND CONTRA COSTA COMMUNITY COLLEGE DISTRICT FOR THE DEVELOPMENT OF THE "DELTA ENVIRONMENTAL SCIENCE CENTER" SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION RECOMMENDATION: Refer to the Water Committee the issue of County participation in a Joint Powers Agreement with the East Bay Regional Park District and the Contra Costa Community College District. BACKGROUND: In March 1992 the Board's Environmental Affairs Committee endorsed the concept of establishing an ecological and biological educational program focusing on wetlands and other unique East County habitat nature study areas. The former Oakley Sanitation District Board of Directors and now the new Ironhouse District have offered their property for development of an interpretive center, to be located on their property in the Oakley area and conjunctive use of their wetlands areas and some district facilities . A Task Force was created to study this issue. The Task Force was comprised of representatives of the Ironhouse Sanitary District, the East Bay Regional Park District, the Mount Diablo Audubon Society, the Contra Costa Community College District, and teachers from various East County School districts . Supervisor Torlakson has represented Contra Costa County, and has served as Chair of this Task Force during the last sixteen months . The Task Force has identified proposed curriculum, and is in the process of forming a non-profit entity for the purpose of fundraising.. ,The Task Force has worked cooperatively with Ironhouse on an EIR for the districts future facility needs including a complete analysis of the science center. The Task Force has now reached the stage in its process where a more formal structure is desired. In addition to creating the non-profit entity, it has been determined that a Joint Powers Agreement between Contra Costa County, the Community College District, and the East Bay Regional Park District is now necessary. Each of these agencies is now being requested to consider the concept of entering into a JPA for the development of the Delta Environmental Science Center. Upon gaining conceptual agreement from each of the agencies, future meetings will be held to finalize the structure and language of the JPA.
