CHEMICAL PLANT SAFETY PREPAREDNESS ACT.

That the Board of Supervisors recommends that a new appointment
be made for the public member position. Mr. Denny Larson, of
Citizens For A Better Environment, would be an appropriate
choice. Mr. Larson is knowledgeable in the areas of ,hazard
analyses, emergency preparedness planning< and environmental
protection as stated in the Act. In, addition, Mr. Larson has a
great deal of experience working with communities affected by the
industry.
In order for the Act and the Advisory Committee to satisfactorily
serve the public interest, the public member representative must
have credibility with the communities and groups involved in these
important issues.
BACKGROUND:
There is some concern regarding a current public member on the
Advisory Committee of the Oil Refinery and Chemical Plan Safety
Preparedness Act. This member has previously been employed by the
industry and is currently benefiting from work contracted by the
industry. This situation raises questions about conflict of
interest and the ability of the member to properly represent the
community as the Act intends.

The Board considered the above recommendation and discussed whether there is a
vacancy on the Advisory Commitee.
IT IS BY THE BOARD ORDERED that the above matter is REFERRED to the Internal
Operations Committee to ascertain if there is a vacancy for a public member on the
Advisory Committee of the Oil Refinery and Chemical Plant Safety Preparedness Act.

The Contra Costa Board of Supervisors would like to express its
